This construction plan aligns with Gamcel's privatization process, as its parent company, Gambia's Gamtel, has signed an agreement with Gambian private operator YCELL. According to reports, YCELL intends to acquire 80% of Gamcel's shares and provide funding and technical support for network modernization and business transformation, with related investments potentially reaching approximately $83 million.

The network construction scope includes nationwide 4G/LTE and 5G radio access facilities, as well as the modernization of existing core networks. If the project proceeds as planned, Gamcel will update its mobile network infrastructure, improving existing network capacity and service coverage conditions. However, details such as the number of new or upgraded base stations, 5G coverage areas, equipment suppliers, and specific construction timelines have not yet been disclosed.

Operational systems will also undergo a comprehensive overhaul. The plan includes introducing next-generation operations support systems and business support systems, namely OSS/BSS, along with building customer relationship management, convergent billing, revenue assurance, and fraud management platforms. These systems will be used to connect network operations, user management, service billing, and revenue monitoring processes, replacing or integrating existing fragmented operational management capabilities.

Supporting projects also include constructing Gamcel's new headquarters and deploying hybrid power solutions at telecom sites. These energy facilities will serve the operation of mobile communication sites, but details on the power mix, number of sites involved, and specific deployment areas have not been specified. Workforce capacity building, brand renewal, and market promotion are also included in the overall transformation plan.

An audit report released by the Gambia National Audit Office in April 2024 shows that due to limitations in network infrastructure and connectivity equipment, Gambia's Gamtel has failed to meet the growing demand for fiber optic services in some areas, while also facing issues in service quality, administrative management, and operational procedures. Gamcel is also under pressure from subscriber churn and declining market share.
