en.Wedoany.com Reported - The Department of Natural Resources of Xinjiang Uygur Autonomous Region, China, issued a public notice on the transfer of mining rights on July 10, 2026, formally accepting the application for the transfer of mining rights for the Dayou Coal Mine in Jimusaer County, Xinjiang. According to the notice, the transferor, Jimusaer County Dayou Coal Mine, and the transferee, Jimusaer County Weiwei Energy Development Co., Ltd., have reached an agreement for the transfer at a price of 81.25 million yuan. The public notice period runs from July 10 to July 23, 2026.
The mining license number for the Dayou Coal Mine involved in this transfer is C6500002010111120105398, with a validity period from September 24, 2024, to September 24, 2026. The mine is located in Lucaogou, Dayou Township, Jimusaer County, Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region, covering an extraction area of 0.7569 square kilometers, with an extraction elevation ranging from 1,122 meters to 846 meters. Jimusaer County is situated at the northern foot of the Tianshan Mountains and the southeastern edge of the Junggar Basin, rich in coal resources, and is one of the important energy bases in Changji Prefecture. The Dayou Coal Mine is an underground mining operation with limited approved production capacity. The minable coal seams within the mining area are primarily long-flame coal, characterized by low ash, low sulfur, and medium-to-high calorific value.
The transferee, Jimusaer County Weiwei Energy Development Co., Ltd., is a local coal development enterprise in Xinjiang. This transaction adopts an agreement-based transfer method, in compliance with the "Regulations on the Implementation of the Mineral Resources Law of the People's Republic of China" (State Council Decree No. 839) and the "Notice of the Ministry of Natural Resources on Issuing the Rules for the Transfer of Mining Rights" (Natural Resources Regulation [2023] No. 1), among other relevant regulations.
Xinjiang's predicted coal reserves account for over 40% of the national total, making it a major coal production base and energy security region in China. The Zhunnan Coalfield, where Jimusaer County is located, is one of the five major coalfields in Xinjiang, with shallow coal burial depths and favorable mining conditions. It has developed a relatively complete industrial chain for coal power and coal chemical industry. In recent years, Xinjiang has continuously promoted the optimization and adjustment of the coal industry structure, revitalizing existing mining rights through market-oriented methods and guiding high-quality resources to concentrate in advantageous enterprises.
The agreement-based transfer of mining rights for the Dayou Coal Mine represents another case of market-oriented allocation of coal resources in Xinjiang. The orderly transfer of existing mining rights helps improve resource development efficiency and promote the intensive development of the regional coal industry. If no objections are raised, Weiwei Energy Development Co., Ltd. will officially obtain the mining rights after the public notice period ends.
