Construction Project." This project, jointly developed by Guangzhou Shipyard International (GSI) and Guangdong Provincial Port & Shipping Group, marks the official entry into the substantive phase of revitalizing resources and upgrading the industry at the Xiaohu Island Shipbuilding Base.

According to the record-filing information, the total investment for the project is 800 million yuan. It is located at Xiaohu North Second Road, Huangge Town, Nansha District, Guangzhou, covering an area of 357,581 square meters with a building area of 50,000 square meters. Construction includes a specialized aluminum alloy hull workshop, a natural gas pressure regulating station, oxygen and carbon dioxide stations, a fire pump house, and public restrooms. Additionally, a 500-meter-long No. 2 outfitting wharf and 482 meters of revetment will be built, with 1,000 sets of new equipment added.

Upon completion, the project will focus on the manufacturing of small to medium-sized high-end vessels, planning to build 6 MR-type oil tankers, 2 small passenger ro-ro ships, 40 aluminum alloy vessels, and 8 carbon fiber vessels, with an annual shipbuilding output of approximately 320,000 deadweight tons. Notably, this transformation does not involve adding new slipways or docks, nor does it increase new shipbuilding capacity; it relies entirely on revitalizing existing resources and optimizing production capabilities to achieve upgrades. The construction period is expected to run from August 2026 to December 2028.

CSSC Port & Shipping (Guangdong) Shipbuilding Co., Ltd. is a typical project of deep cooperation between central and local enterprises. It is jointly established by GSI, holding a 51% stake, and Guangdong New China Shipyard, a subsidiary of Guangdong Provincial Port & Shipping Group, holding a 49% stake. The company completed its industrial and commercial registration on May 28 this year. Located at the Xiaohu Island Shipbuilding Base in Nansha, Guangzhou, the base boasts 360,000 square meters of land, 1,097 meters of high-quality coastline, and hardware facilities such as slipways for vessels of 20,000 deadweight tons and above, as well as deep-water outfitting wharves, making it an important platform for extending the marine equipment manufacturing industry chain. Previously, due to multiple factors, the base had long been unable to fully utilize its production capacity.

On May 18 this year, GSI and Guangdong Provincial Port & Shipping Group formally signed a joint venture cooperation agreement for the Xiaohu Island Shipbuilding Base. According to the agreement, the registered capital of the new joint venture company is 588 million yuan, with total assets contributed amounting to approximately 1.4 billion yuan. The company will build production lines for the research, development, and construction of small to medium-sized ocean-going intelligent transport ships and aluminum alloy vessels. The project is expected to commence construction in the second half of this year, and upon reaching full capacity, its annual output value is projected to exceed 5 billion yuan.

With the Xiaohu Island Shipbuilding Base as its core carrier, the project aims to achieve deep integration of intelligent shipbuilding and modern port & shipping services, as well as mutual empowerment between equipment manufacturing and industrial operations. On one hand, it leverages shipbuilding as a link to promote interaction between the manufacturing and port & shipping service industries, forming a "manufacturing + service" integration. On the other hand, the business scenarios laid out by Guangdong Provincial Port & Shipping Group in logistics, marine ranching, and commercial maritime launches will provide stable orders and demand traction for the joint venture, creating an "equipment + operation" industrial闭环. At the same time, the joint venture will rely on GSI's technological advantages to drive the transformation of the Xiaohu Island base from traditional shipbuilding models to high-end, intelligent, and green development.

In the future, CSSC Port & Shipping (Guangdong) Shipbuilding Co., Ltd. will fully revitalize the resources of the Xiaohu Island base, focusing on the research, development, and construction of small to medium-sized high-end special intelligent vessels. Its product range will cover small to medium-sized ocean-going transport ships, as well as special vessels such as aluminum alloy passenger ships, yachts, unmanned boats, and official boats.
