en.Wedoany.com Reported - President of Tajikistan Emomali Rahmon arrived in Mongolia on July 21, 2026, for a state visit and attended an official welcome ceremony with Mongolian President Ukhnaagiin Khürelsükh at Sükhbaatar Square. This marks the second mutual visit between the two heads of state within a year, following the Mongolian President's visit to Tajikistan in 2025.
During the visit, Mongolia and Tajikistan held in-depth consultations on trade, economy, energy, transportation, agriculture, education, geology, and culture, signing 11 government and inter-institutional cooperation documents.

In official talks, both sides reviewed over 30 years of cooperation since establishing diplomatic relations in 1992 and exchanged views on future directions and regional and international issues of mutual concern. Khürelsükh stated that the mutual visits within a year demonstrate a shared willingness to deepen relations. Rahmon affirmed the importance of his 2009 visit to Mongolia in consolidating bilateral friendship and promoting cooperation, noting that the arrangements and signed documents from this visit will further strengthen political trust and enrich bilateral cooperation.
The two countries plan to align Mongolia's "Vision 2050" long-term development policy with Tajikistan's "National Development Strategy until 2030," advancing joint projects in trade, economy, agriculture, energy, road transport, logistics, environmental protection, education, culture, and tourism. Khürelsükh specifically highlighted Tajikistan's leading advantages in renewable energy, particularly hydropower in Central Asia, and both sides agreed to cooperate in new energy through talent training, technical exchange, and experience sharing. Tajikistan shared its hydropower construction experience since building its first hydropower station in 1956, aiming to promote green transformation and climate change response through cooperation.
In industrial chain cooperation, Mongolia can supply meat, wool, cashmere, and leather products, while Tajikistan has advantages in fruits, vegetables, cotton, and cotton textile products. Both sides believe that combining Mongolia's high-quality wool and cashmere with Tajikistan's cotton textile industry can produce higher value-added joint products.
As landlocked developing countries, transportation and logistics connectivity were key discussion points. The transport authorities of both countries will strengthen cooperation to remove transportation barriers and explore more convenient logistics routes. The two sides plan to integrate Mongolia's "Transit Mongolia" strategy with Tajikistan's "Transit Country" strategy, in conjunction with the Central Asia Regional Economic Cooperation (CAREC) Program, to expand regional trade. The Mongolian President invited senior Tajik officials to attend the CAREC Ministerial Conference in Ulaanbaatar in September 2026.
The 11 cooperation documents signed cover multiple fields. In diplomacy, both sides signed a visa exemption agreement for diplomatic and service passport holders, allowing visa-free stays of up to 30 days. In transportation, they signed an international road transport agreement to facilitate trade transport and cooperation with third countries. In agriculture, a memorandum of cooperation on plant protection and quarantine was signed, along with a 2026-2028 roadmap for agricultural and food supply cooperation. In the environment, a memorandum on grassland restoration, glacier protection, climate change, and desertification control was signed, covering glacier cryosphere research, grassland degradation control, desertification prevention, biodiversity conservation, sustainable afforestation, green finance, and carbon market development.

Youth and sports cooperation will involve youth exchanges, volunteer services, sports talent training, and industry investment. In mining, Mongolia's Ministry of Industry and Mineral Resources and Tajikistan's relevant agencies will cooperate on mine safety, legal standards improvement, digital regulation, and technology application. In education, a memorandum of cooperation was signed to promote student and teacher exchanges, joint research, dual-degree programs, and short-term training; a vocational and technical education cooperation document was also signed to facilitate teacher-student exchanges, joint training, and new teaching methods. In geology, Mongolia's National Geological Survey and Tajikistan's geological authority will conduct joint research, geological mapping, resource exploration, and modern technology application. In investment and trade, Mongolia's Investment and Trade Agency and Tajikistan's export agency signed a memorandum to promote export projects, connect businesses with investors, hold forums and seminars, and publicize the investment environment.
A "Mongolia-Tajikistan Business Forum" was also held during the visit. The forum took the form of a roundtable, co-chaired by Mongolia's Minister of Food, Agriculture, and Light Industry, Tse. Idelbat, and Tajikistan's Chairman of the Investment and State Property Management Committee, Sulton Rahimzoda. About 60 business representatives attended and engaged in B2B negotiations. The Mongolian Chamber of Commerce and Industry signed a cooperation roadmap with Tajikistan's "Tajinvest"; Mongolia's "Prime Nomadic Meat" LLC, "New Tech Mandala" LLC, and "PAC Meat" LLC signed cooperation memorandums with Tajikistan's "Lesinvest" LLC. Both sides aim to promote Mongolian meat, wool, cashmere, and leather products in Tajikistan, and Tajik fruits and textile products in Mongolia, through the establishment of a business cooperation committee.

In the cultural and people-to-people sphere, Tajikistan held cultural performances and a photography exhibition in Ulaanbaatar. Both sides agreed to strengthen cooperation between the Chinggis Khaan National Museum and the National Museum of Tajikistan, research on historical and cultural heritage, protection of intangible cultural heritage, and joint cultural projects. In tourism, they plan to combine Tajikistan's "Feel the Friendship" brand with Mongolia's "Go Mongolia" brand for joint tourism projects. In education, Mongolia proposed using bilateral government scholarship programs to focus on training professionals in animal husbandry, hydropower, and irrigation.
At the international level, both sides agreed to strengthen cooperation within the United Nations and other international organizations to safeguard the rights of landlocked developing countries and promote sustainable development. Khürelsüleh appreciated Tajikistan's early membership in the "International Research Center for Landlocked Developing Countries." The two sides also agreed to cooperate on the upcoming 17th session of the Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD) to be held in Mongolia, and believe that aligning Mongolia's "Billion Trees" national campaign and "Food Supply and Security" initiative with Tajikistan's "National Green Development Plan until 2040" and "National Food Security Plan until 2030" will contribute to sustainable development.
