This information comes from a technical report released this Wednesday.
According to documents analyzed by Lusa News Agency, the project investment ranges between 7.9 billion and 8.9 billion euros. This range updates the 8.5 billion euro estimate proposed by concessionaire ANA in its preliminary report in 2025. As reported by Correio da Manhã, citing Lusa, ANA Executive Board Chairman Thierry Ligonnière stated that the technical report provides more precise implementation phases, timeline assessments, and helps better define the project's construction cost range. ANA Board Chairman José Luís Arnaut believes the report demonstrates the extensive work carried out recently and reflects the concessionaire's commitment to the government's decision on the new airport.
The new infrastructure has an initial design capacity of 56 million passengers per year, which can be expanded to 85 million in the future. The project plans to initially build two runways, 64 gates, 72 boarding bridges, and a passenger terminal of approximately 500,000 square meters. Minister of Infrastructure and Housing Miguel Pinto Luz stated that the vision for the new airport has been in development for 50 years and is now becoming a reality.
This is the third document submitted in preparation for the Luís de Camões Airport application. Previously, ANA submitted a consultation report in July 2025 and a preliminary environmental study in January this year. ANA expects to submit an Environmental Impact Study (Estudo de Impacto Ambiental) of nearly 5,000 pages to the Portuguese Environment Agency (Agência Portuguesa do Ambiente) by the end of July.
The report also indicates that with the opening of high-speed rail and a dedicated airport connection line in 2034, travel time from Luís de Camões Airport to central Lisbon by rail will be approximately 20 minutes. The new station will feature four tracks and three platforms, offering long-distance direct connections to multiple regions across the country. Secretary of State for Infrastructure Hugo Espírito Santo announced this transportation plan at a conference titled "Expansion and Modernization of the National Airport System: Connecting Portugal to the World." In terms of road infrastructure, plans include constructing 250 kilometers of new roads and renovating over 50 kilometers of the existing network.
