On July 21, PowerChina released the tender announcement through official channels, publicly procuring wind turbine generators and tower equipment for the 2 GW Hami Balikun PowerChina New Energy Project (1 GW in Area 1). The tender is divided into two packages: Package 1 and Package 2.

The tender is divided into two packages, each including 50 sets of onshore wind turbine generators with a single-unit capacity of 10 MW, along with corresponding anchor bolts, towers, and auxiliary equipment. The two packages together procure 100 units of 10 MW wind turbines, with a total capacity of 1,000 MW. The tender documents specify clear technical parameters: the rotor diameter of the wind turbine generators must be between 220 meters and 223 meters, and the designed hub height of the turbines is 125 meters, with no deviation allowed.

Regarding delivery timelines, both packages require the first 10 sets of anchor bolt assemblies and corresponding foundation embedded parts to be delivered within 20 days after contract signing, the first 10 sets of turbines (including towers and full sets of auxiliary accessories) to be delivered within 60 days after contract signing, and all contracted goods to be delivered within 120 days after contract signing.
