en.Wedoany.com Reported - Recently, the Ministry of Agriculture and Rural Affairs issued a reply to National People's Congress representative Xu Dequan's "Proposal on Safeguarding National Food Security," clarifying that efforts will be intensified in the construction of high-standard farmland, addressing shortcomings in agricultural machinery and equipment, and building a modern circulation system, so as to provide foundational support for the effective supply of grain and other important agricultural products.

In terms of improving the level of agricultural mechanization, the Ministry of Agriculture and Rural Affairs, together with relevant departments, has promoted the accelerated development and application of agricultural machinery for hilly and mountainous areas, and steadily implemented pilot projects such as intelligent agricultural machinery, agricultural robots, and the integrated development, promotion, and application of agricultural machinery research and manufacturing. The pace of industrial application of advanced agricultural machinery such as 18kg/s feed rate grain combine harvesters and 10-row high-speed rice transplanters has accelerated, and the prototype of a 20kg/s feed rate hybrid grain combine harvester has been completed. The subsidy policy for agricultural machinery purchase and application has been deeply implemented, the scrapping and renewal of old agricultural machinery has been steadily advanced, and the comprehensive mechanization rate of crop cultivation, planting, and harvesting has reached 76.7%.

In terms of grain purchase and warehousing, relevant departments have continuously strengthened safeguards for factors such as storage capacity, funds, and personnel, enhanced the connection between production and sales and the linkage between agriculture and enterprises, encouraged central enterprises and leading enterprises to take the lead in entering the market for procurement, guided diversified entities to actively participate in market procurement, and boosted market vitality in purchasing and selling. At the same time, the guiding role of circulation in production has been leveraged, and local governments have been guided to steer farmers in optimizing planting structures through brand building, contract farming, and other means, so as to promote the improvement of varieties and enhancement of quality.

In response to the proposal on implementing reward and subsidy policies for large grain-growing households, the Ministry of Agriculture and Rural Affairs stated that in recent years, it has worked with relevant departments to focus on appropriately scaled operations in grain production and continuously increase policy support. The central government has supported the development of family farms and farmer cooperatives through multiple funds, including those for grain and oil production support and the enhancement of agricultural business entities' capabilities. In 2025, a special initiative was organized for one million new-type agricultural business entities to take the lead in increasing per-unit yield and driving farmers, contributing to large-area yield increases of grain and oil crops. In 2026, funds will continue to be arranged to support the action of increasing per-unit yield of large-scale grain and oil planting entities, with rewards and subsidies given to large-scale grain-growing entities that have properly applied key technologies and achieved per-unit yield increase targets. At the same time, advanced applicable technologies such as large-area yield increases of grain and oil crops will be included as important content, and qualified service entities such as farmer cooperatives, family farms, and agricultural service companies will be supported in providing socialized services to smallholder farmers and other production and operation entities.

By the end of 2024, there were 1.677 million grain-growing family farms and 546,000 grain-growing cooperatives nationwide. Among them, the grain crop planting area of family farms nationwide reached 248.75 million mu, with an average yield of 468.1 kg per mu.
