Ceigall India becomes L1 bidder for 14GW renewable energy evacuation project
en.Wedoany.com Reported - On August 26, Ceigall India Limited confirmed that it has emerged as the L1 (lowest bidder) in the inter-state transmission project tender organized by REC Power Development and Consultancy Limited (RECPDCL). The project, titled "Lakadia Phase II, Jam Khambhaliya Phase II, and Jamnagar Phase I Power Evacuation Common Transmission System Part-B," adopts price-based global competitive bidding with electronic reverse auction to select the transmission service provider. Ceigall India quoted an annual transmission charge of INR 6,086.7 million with a tariff period of 35 years; this figure represents the annual transmission service fee, not a one-time engineering contract amount.
The transmission system is designed to evacuate power from renewable energy projects in Gujarat, including 7.5GW from Lakadia Phase II, 5.5GW from Jam Khambhaliya Phase II, and 1GW from Jamnagar Phase I, with a combined planned capacity of 14GW across the three segments, delivering electricity onward to load centers in South Gujarat and Maharashtra. The Ministry of Power approved the implementation of Part-B under the TBCB (Tariff-Based Competitive Bidding) model in February 2026, designating RECPDCL as the bid process coordinator.
The core scope of Part-B includes the construction of new Nasik 765/400kV and 400/220kV substations. The 765/400kV section is equipped with three 1500MVA main transformers, the 400/220kV section with three 500MVA main transformers, along with 765kV and 400kV bus reactors and associated bays. The transmission line scope includes the South Olpad (GIS)–Nasik 765kV double-circuit line and the Nasik–Pimpalgaon (MSETCL) 400kV double-circuit line; Ceigall India's announcement summarizes the entire project as one 765/400kV air-insulated substation and approximately 300 kilometers of transmission lines.
According to the RECPDCL tender documents, the project will be implemented by the selected transmission service provider under the Build-Own-Operate-Transfer (BOOT) model with transmission services provided accordingly, with the scheduled commercial operation date set at 36 months from the project effective date. The operation period after the project becomes operational is 35 years. Ceigall India's current confirmed status remains that of an "L1 bidder," and it cannot yet be described as having secured a formal engineering order or completed project award.
Part-B is a component of the 14GW common evacuation system. According to RECPDCL's transmission service agreement, the common transmission system is implemented in three parts—Part-A, Part-B, and Part-C—with Part-B jointly undertaking the outward transmission of power from the Lakadia, Jam Khambhaliya, and Jamnagar renewable energy zones alongside the other two parts. The scheme was recommended at the 37th meeting of the National Transmission Committee held on January 19, 2026.
