China-SCO Port Economic Cooperation Center Settles in Tianjin

At the summit, General Secretary Xi Jinping announced the establishment of the China-SCO Port Economic Cooperation Center (hereinafter referred to as the SCO Port Economic Cooperation Center) in Tianjin. Tianjin has studied and implemented the spirit of General Secretary Xi Jinping's important speech, actively promoting the construction of the SCO Port Economic Cooperation Center to create a new core platform for deepening high-level opening-up and advancing practical cooperation among SCO member states.

It is understood that, leveraging Tianjin's status as a northern international shipping hub and its industrial advantages, the SCO Port Economic Cooperation Center will promote the sharing of port resources, complementary advantages, and common development among SCO member states, contributing to the high-quality joint construction of the "Belt and Road" and the high-level opening-up of the Beijing-Tianjin-Hebei region. In terms of functional positioning and core tasks, the SCO Port Economic Cooperation Center focuses on three major areas, mainly including: continuously promoting innovation and upgrading of port clearance models, establishing the General Administration of Customs' "Smart Customs Construction and Cooperation Demonstration Site," actively exploring coordination and alignment of technical trade measures and standards interoperability, and continuously improving the intelligence and convenience of cross-border clearance; continuously deepening opening-up and facilitation cooperation in the maritime sector, innovatively carrying out distinctive offshore ship registration services, comprehensively improving the quality and efficiency of foreign-related maritime government services, strictly building a safety barrier for the maritime transport of dangerous goods, and ensuring the safety and smoothness of international shipping channels; enhancing the development capacity of the Binhai New Area's port and shipping industry cluster, promoting the export of port and shipping infrastructure construction and advanced operation and management technologies, and driving the aggregation and quality improvement of port and shipping industry factors.

Leveraging the platform role of the SCO Port Economic Cooperation Center, Tianjin will adhere to serving the national overall situation through the port sector, continuously deepen all-round and in-depth practical cooperation in port economy with SCO member states and countries jointly building the "Belt and Road," and gradually build a collaborative, efficient, mutually beneficial, and symbiotic international port economic industrial ecosystem.
