China's Yibin Tianyuan to Invest RMB 363 Million in New 30,000-Ton Hydrazine Hydrate Project

(Tianyuan) announced that its controlled subsidiary, Yibin Haifeng Herui Co., Ltd., plans to invest RMB 362.9948 million to build a 30,000-ton-per-year ketazine-process hydrazine hydrate project on newly acquired land in Jiang'an County Industrial Park, Sichuan Province. The construction period is 24 months, with all funds self-raised by the company. The expected payback period is 8.89 years, including the construction period. The investment proposal was reviewed and approved at the 33rd meeting of the Ninth Board of Directors of Tianyuan on September 1. This investment does not constitute a related-party transaction or a major asset restructuring.

Yibin Haifeng Herui is the primary production entity of Tianyuan's chlor-alkali business, with Tianyuan holding 99.87% of its equity. Its existing operations include caustic soda, polyvinyl chloride (PVC), trichloroethylene, and hydrazine hydrate, among other products. According to the company's 2025 annual report, its existing designed production capacity for hydrazine hydrate is 30,000 tons per year, with actual output of 30,700 tons that year, reflecting a capacity utilization rate of 102.33%. During the same period, the designed PVC capacity was 500,000 tons per year, with output of 392,200 tons and a capacity utilization rate of 78.44%, while the designed capacity for ionic membrane caustic soda was 480,000 tons per year, with a capacity utilization rate of 95.21%. The new 30,000-ton-per-year hydrazine hydrate project will be directly integrated with the company's existing hydrazine hydrate production system.

Tianyuan is advancing this investment in tandem with the restructuring of its chlor-alkali product mix. In its announcement, the company stated that hydrazine hydrate is a chlorine-consuming product, and the new project is intended to replace part of the chlorine demand generated by loss-making PVC capacity while maintaining chlorine gas balance within the chlor-alkali production system. Additionally, given the significant steam demand of the hydrazine hydrate production facility, the company plans to utilize surplus steam from its existing thermal power facilities to supply the new unit.

Regarding supporting caustic soda capacity, Tianyuan's 2026 interim report shows that the project for comprehensive utilization of waste salt to co-produce 200,000 tons per year of ionic membrane caustic soda is currently progressing with equipment procurement and construction and installation work. The company's 2025 annual report had already listed the 30,000-ton-per-year ketazine-process hydrazine hydrate project among the items for which Haifeng Herui was undergoing environmental impact assessment procedures. With the board's formal approval of the RMB 363 million investment, the project has now moved from preliminary procedures to the stage of investment decision implementation.

Upon completion of the project, the new hydrazine hydrate facility will be operationally linked with Haifeng Herui's existing caustic soda, hydrazine hydrate, and thermal power facilities. According to the company's published construction plan, the construction period for the new project is 24 months. The announcement has not yet provided official dates for groundbreaking, completion and commissioning, or specific equipment procurement arrangements.
