Romania Finalizes Rules for 400 Million Lei National Battery Energy Storage Subsidy Program
en.Wedoany.com Reported - On September 15, Romania's Ministry of Environment, Water and Forests (MMAP) completed the final financing guidelines for the country's first dedicated battery energy storage subsidy program for photovoltaic prosumers. The program has a budget of 400 million lei, approximately USD 87.8 million, and will be implemented by the Environmental Fund Administration (AFM). It focuses on supporting individual users who already have grid-connected photovoltaic systems in adding battery energy storage equipment. The subsidy ratio for a single project can cover up to 75% of eligible investment costs, with a subsidy cap of 15,000 lei (including VAT).

The final rules were formed after a public consultation in August, during which the Romanian government received more than 200 responses. Compared with the draft for public consultation, the minimum eligible energy storage capacity was lowered from 12 kWh to 10 kWh, and the maximum eligible cost per unit of energy storage system was raised from 1,250 lei/kWh to 1,500 lei/kWh; at the same time, the minimum battery cycle life requirement was increased from 3,000 cycles to 5,000 cycles, and all subsidized systems are required to be equipped with a battery management system (BMS) for operational monitoring, performance management, and safety protection.
The program adopts a scoring and ranking mechanism rather than "first come, first served." Applications are scored out of a total of 100 points, with the applicant's self-funding ratio and energy storage capacity each accounting for 50 points. An energy storage capacity of 20 kWh earns the maximum score in that category; exceeding 20 kWh does not further increase the score, while the subsidy amount per household remains capped at 15,000 lei. The final version also removed the indicator scoring based on existing photovoltaic installed capacity, in order to avoid giving large-capacity rooftop photovoltaic users a structural advantage in the application process.
The program is only open to individual users who have already obtained prosumer status and have grid-connected photovoltaic systems. After applications are officially opened, AFM will determine supported projects in descending order of comprehensive score until the 400 million lei budget is exhausted. The specific application window and operational timetable will be announced later. Data from Romania's energy regulator ANRE show that as of April 30, 2026, there were 332,684 prosumers nationwide, with a total photovoltaic installed capacity of approximately 3.789 GW, continuing significant growth from nearly 288,000 households and 3.35 GW at the end of November 2025.
This household energy storage subsidy and the large-scale energy storage support policy that Romania is advancing form two different paths. In March of this year, the European Commission approved another Romanian state aid program for energy storage worth 150 million euros, funded by the EU Modernisation Fund, with the goal of supporting at least 2,174 MWh of new standalone battery energy storage systems, selecting industrial and utility-scale projects through a competitive procedure.
From the perspective of market size, the 400 million lei dedicated fund will directly drive demand for household batteries, hybrid inverters, BMS, distribution protection, and installation services. Based on a simple calculation using the maximum subsidy of 15,000 lei per household, if projects generally approach the subsidy cap, approximately 26,700 households could theoretically be covered; the actual number supported will depend on each project's capacity, investment amount, and the applicant's self-funding ratio. As Romania's household photovoltaic installed capacity continues to grow, energy storage is further expanding from large-scale grid-side projects toward the residential end.
