Panama Grants and Renews Temporary Licenses for Emperador Solar 2 and Others

en.Wedoany.com Reported - The National Authority of Public Services of Panama (Autoridad Nacional de los Servicios Públicos, ASEP) has issued a temporary license to Las Uvas Solar for the Emperador Solar 2 photovoltaic plant, and has modified and extended the temporary license held by Solar Power Assets II for the Mata de Nance Solar 2 project. The two projects have a combined AC capacity of 18.9 MWac and approximately 24.7 MWdc, with a total of 38,768 photovoltaic modules, located in Panamá Oeste Province and Chiriquí Province. Among them, Emperador Solar 2 has an installed capacity of 9.90 MWac and 12.50 MWdc; the temporary license for Mata de Nance Solar 2 is valid until July 2027, with its capacity adjusted to 9 MWac and 12.20 MWdc.

Emperador Solar 2 is located in the Nuevo Emperador corregimiento of the Arraiján district in Panamá Oeste Province. The project plans to install 9.90 MWac, equipped with 33 units of 300 kWac inverters, and a photovoltaic capacity of 12.50 MWdc, provided by 17,360 modules of 720 Wdc.

Documents submitted by Las Uvas Solar show that the project is planned to connect to the distribution network of the Burunga substation on circuit 34-8C. The plot delimited by ASEP covers an area of 9 hectares and 9,441 square meters. The temporary license is valid for twelve months from the date of notification of the resolution. During this period, Las Uvas Solar must advance the final license application documents, including proof of land ownership, delimitation of the plot, details of connection to the National Interconnected System (Sistema Interconectado Nacional, SIN), easements, land use planning, and environmental impact assessment approval. ASEP clarified that the temporary license does not authorize the construction and operation of the plant.

Las Uvas Solar must also submit the total project investment under the EPC model, as well as a schedule covering financial close, commencement of construction, engineering design, civil works, mounting structures, modules, inverters, distribution system, monitoring, security, installation completion, testing, commissioning, and commercial operation, and must submit quarterly progress reports.

Mata de Nance Solar 2 is being promoted by Solar Power Assets II in the Las Lomas corregimiento of the David district in Chiriquí Province. ASEP modified and extended the temporary license for this project, which was originally granted on July 17, 2025. The initial design was 9.60 MWac, using 48 units of 200 kWac inverters, with a photovoltaic capacity of 12.20 MWdc. After modification, the inverter output was reduced to 9 MWac, and the originally planned equipment was replaced with 30 units of 300 kWac Huawei SUN2000-330KTL-H1 inverters; the DC side capacity remains at 12.20 MWdc, using 21,408 modules of 570 Wdc.

The company applied to modify the project coordinates after discovering land with more favorable terrain and closer to the connection point granted by the distribution company. The new plot covers an area of 9 hectares and 9,508.25 square meters. ASEP extended the temporary license for Mata de Nance Solar 2 until July 21, 2027. The company stated that the extension was requested due to delays in capacity adjustment, signing of the distribution system connection and use contract, and processing of the Land Use Planning Scheme (Esquema de Ordenamiento Territorial).

Before that date, Solar Power Assets II must submit the documents required to obtain the final license, including land ownership certificates or contracts, delimitation of the plot, details of connection to the SIN, easements, land use planning and environmental permits, and final grid connection feasibility. As with Emperador Solar 2, ASEP requires the submission of EPC investment, construction schedule, and quarterly progress reports.
