Kazakhstan and China Sign 10 Industrial Cooperation Agreements, 260 Projects in Reserve with Total Value Exceeding USD 62 Billion

Kazakh President Tokayev attended the forum, and the two sides exchanged 10 cooperation documents on site, covering fields including electrolytic aluminum, wind power, automobile manufacturing, fertilizers, wood processing, infrastructure, and finance. Data from Kazakhstan's national investment company shows that the China–Kazakhstan industrial cooperation project portfolio has now reached approximately 260 large-scale projects, with a total value exceeding USD 62 billion.

Among the agreements signed this time, the Abai Region government signed an agreement with a consortium formed by Xinjiang Sanbao Industrial Group and Inner Mongolia Wanjiang Investment for an electrolytic aluminum plant and supporting wind power project. The electrolytic aluminum project is planned with an annual capacity of 300,000 tons, along with a 1 GW wind farm; the same consortium will also build a particleboard factory in Semey, planned to produce 2 million sheets of board annually.

Energy cooperation is a key focus of this round of signings. Samruk-Energy, relevant investment entities of China Energy Engineering, and Sany Renewable Energy signed a joint project development agreement to advance renewable energy projects with a total scale of 1 GW in Jetisu Region, including two 500 MW wind farms, a 300 MWh energy storage system, and approximately 800 kilometers of 500 kV transmission lines. The Akmola Region government also signed a cooperation agreement with Sungrow Renewables, planning to build wind power projects with a total scale of 450 MW.

In manufacturing, East Kazakhstan Region signed an intent agreement with East Motors Corporation to plan the construction of a high-tech automobile manufacturing complex for passenger vehicles and special-purpose vehicles; Turkistan Region signed a cooperation agreement with Turan Chemical Company to advance the construction of a urea fertilizer production plant. Projects showcased at the forum also included UBTECH's advancement of its first humanoid robot manufacturing plant outside China in Almaty, localized production of Chery's OMODA and JAECOO models, localized manufacturing by Li Auto, and China–Kazakhstan pharmaceutical localization cooperation projects beyond Henlius.

Financial cooperation is expanding in parallel. Kazakh Invest signed an agreement with Silk Road Finance Corporation to plan the establishment of a special investment fund relying on the Astana International Financial Centre to provide financing for key projects in Kazakhstan; the Development Bank of Kazakhstan and China Construction Bank's Astana Branch determined preliminary financing terms to support priority industrial investment projects. Almaty also signed a memorandum of cooperation with Guotai Junan Securities (Hong Kong) on support for dim sum bond issuance.

Data from Kazakhstan's national investment company shows that in 2025, China–Kazakhstan bilateral trade volume reached USD 48.7 billion according to China Customs statistics, and China's direct investment in Kazakhstan that year reached USD 2.8 billion. About 600 delegates attended the forum, involving approximately 300 Chinese and Kazakh enterprises. Current cooperation projects between the two sides are continuing to extend from energy, mining, and infrastructure toward industrial segments such as deep processing, equipment manufacturing, automobiles, chemicals, robotics, and logistics.
