US Critical Minerals Reserve Introduces $1 Billion in Procurement Funding
en.Wedoany.com Reported - On September 23, Project Vault, a US strategic critical minerals reserve program, advanced the construction of its physical procurement system. Glencore and Mercuria became the first partners of VaultCo, the implementing entity, with the two commodity trading companies each committing $500 million, totaling $1 billion, to procure and deliver critical minerals and base metals to reserve facilities within the United States. The project's procurement funds will be used in conjunction with financing provided by the Export-Import Bank of the United States (EXIM).

Among them, Glencore will leverage its global mining, smelting, and commodity marketing network to organize mineral sources, procure, and deliver critical minerals and base metals for VaultCo. Mercuria will also undertake critical mineral procurement and inventory allocation work. The funding commitments from the two companies correspond to the construction of VaultCo's procurement side. Public documents have not yet disclosed the mineral types for the first batch of procurement, individual procurement quantities, prices, or specific delivery timelines.
Project Vault was approved by the EXIM Board of Directors in February of this year. EXIM provides the project with long-term direct loans of up to $10 billion, plus approximately $2 billion in private capital, bringing the total funding scale to a maximum of approximately $12 billion. The project adopts an independently governed public-private partnership model, with participation from manufacturing enterprises, private capital, and mineral supply companies. The relevant raw materials will be stored in facilities within the United States.
Procurement scale is primarily determined by the long-term demand of participating manufacturing enterprises. Manufacturing companies that EXIM previously disclosed as intending to participate include Clarios, GE Vernova, Western Digital, and Boeing. Early mineral supply and trading service companies also include Hartree Partners, Mercuria, and Traxys. The reserve mechanism covers the US critical minerals system, with initial procurement focused on critical raw materials with higher supply risks.
Project Vault differs from the traditional model of direct government procurement for stockpiling. VaultCo is responsible for specific operations, manufacturing enterprises form demand through long-term procurement arrangements, mineral traders handle source organization, procurement, and delivery, and EXIM is responsible for long-term financing. After the combined $1 billion in funding from the two trading companies formally entered the procurement system on September 23, the project began to form an execution chain from financing and source organization to domestic inventory allocation.
