Poland's PKP Intercity EMU Overhaul Tender Extended to November 4
en.Wedoany.com Reported - On October 26, Polish intercity rail operator PKP Intercity issued a change notice extending the bid submission deadline for the P4-level overhaul tender of 14 ED74 electric multiple units from October 27 to 12:00 on November 4, with bid opening at 12:30 the same day. This is the fourth extension since the tender was first published on August 28, 2026. The bid validity period has been extended to March 3, 2027.

The tender scope covers three P4 overhauls of the 14 ED74 EMUs over a 15-year contract period. The trigger conditions for the three overhaul cycles are set on a dual basis of operating mileage and time: the first is initiated after 5 years of operation or upon reaching 1 million kilometers following the P5-level overhaul, the second at 10 years or 2 million kilometers, and the third at 15 years or 3 million kilometers. The first overhaul cycle shall last no more than 16 months, while the second and third shall each not exceed 12 months. Mandatory works include replacement of all wheels and brake discs; additional work beyond the fixed scope requires a separate supplementary order, which the tendering party is not obligated to award.
Price is the absolute dominant evaluation criterion. The total bid price accounts for 80 points; the maintenance duration per EMU (based on a maximum of 45 days, with points awarded for each day shortened) accounts for 10 points; the degree of early initiation of the first overhaul accounts for 5 points; and the warranty period of fault-free operation after full vehicle restoration accounts for 5 points. The minimum warranty requirements are 2 years for the complete vehicle, 4 years for the paintwork, 3 years for motor rotor rewinding, and 5 years for wheelsets and newly installed axles.
The bidding conditions were lowered in the change notice dated October 7. The bid security has been reduced from PLN 3.4 million to PLN 1.7 million, and the performance security to be submitted by the winning bidder before contract signing has been reduced from 5% to 3% of the total gross contract price. Bids are submitted through the PKP Intercity online procurement platform under the open tender procedure governed by Poland's Public Procurement Law of September 11, 2019, and the contract is classified as a sectoral contract.
This batch of EMUs has previously completed P5-level overhaul and modernization, with a contract value of PLN 274.8 million, undertaken by a consortium of Pesa Bydgoszcz and the Mińsk Mazowiecki railway rolling stock repair plant. The P4 overhaul is a periodic maintenance procedure executed on the basis of the P5 modernization in accordance with operating cycles, rather than restorative repair of unmodernized vehicles.
