Chittagong CCT Terminal Contract Expires Without Renewal in Bangladesh

en.Wedoany.com Reported - On November 2, the Chittagong Port Authority (CPA) confirmed that the operating contract for CCT Terminal with Saif Powertec would not be renewed upon its expiration that day, and the terminal will be temporarily handed over to Chittagong Dry Dock Limited, a subsidiary of the Bangladesh Navy, to operate until a foreign operator is formally appointed.

Bangladesh's Ministry of Shipping has instructed the CPA to initiate procedures to appoint Saudi Red Sea Gateway Terminal International (RSGTI) as the CCT operator. RSGTI submitted its proposal in late April 2026, seeking to operate CCT, the General Cargo Berth (GCB), and implement the Bay Terminal project. The Ministry of Shipping's review of RSGTI's proposal is still ongoing. The temporary handover maintains terminal operations during this period and does not change the ultimate direction of the operating rights.

Chittagong Dry Dock Company has prior experience in transitional operations. On July 6, 2025, the company took over NCT's operations after Saif Powertec's NCT contract expired; this CCT handover is the second application of this model in Chittagong.

Two specific matters during the transition period already have timelines. On October 19, 2026, the CPA wrote to Saif Powertec requesting that it remove CCT's machinery, equipment, and structural assets after the contract expires, and settle workers' wages and outstanding payments. On October 29, Saif Powertec employees at CCT and former NCT employees who had already transferred to the Dry Dock Company suspended work for approximately one hour, demanding payment of wages; operations resumed after the terminal manager guaranteed that their demands would be addressed.
