Wedoany.com Report-Sept. 10, Hensel Phelps has been selected for a major airport project in Boise, Idaho, with a construction manager/general contractor (CM/GC) contract for Concourse A and Terminal Improvements at the Boise Airport. The city council approved the project at its Aug. 19 meeting, with a not-to-exceed value of $700 million for work through 2029, according to a Sept. 3 news release.

The project is part of Boise Airport’s broader BOI Upgrade capital development program, aimed at meeting the needs of the city and the Treasure Valley region. Passenger traffic at the airport has grown 81% since 2014, reaching nearly 5 million in 2024. Early 2025 data shows volumes already surpassing last year’s record numbers, highlighting the need for expanded capacity and improved passenger flow.
Key components of the project include the construction of Concourse A, which will add up to 10 new gates to accommodate future passenger growth and expanded air service offerings. The upgrades also include an expanded back-of-house baggage handling system, a central utility plant, and two phases of terminal enhancements designed to improve passenger circulation and overall capacity.
The city opted for the CM/GC, or construction manager at risk (CMAR), delivery method to ensure collaboration, flexibility, and cost certainty. This approach is increasingly popular for complex infrastructure projects, allowing for early contractor involvement and integrated planning with the owner and design teams.
Hensel Phelps brings extensive experience to the Boise project. In 2025 alone, the firm has been engaged on several major airport initiatives, including the $2 billion John Glenn International Airport in Columbus, Ohio; the $1.5 billion Tampa International Airport Airside D project in Florida; and the $1.5 billion reworking of Concourse A at Nashville International Airport in Tennessee. These projects reflect the company’s capability to manage large-scale, complex airport expansions while maintaining schedule and budget performance.
The Boise Airport project underscores the city’s commitment to modernizing its civil and military airport infrastructure to meet rising passenger demand and enhance operational efficiency. By adding Concourse A, upgrading baggage systems, and improving terminal circulation, the airport aims to support both current traffic and future growth.
City officials emphasize that the project will deliver long-term benefits to passengers, airlines, and the broader regional economy. The collaboration with Hensel Phelps and the use of the CM/GC method are intended to streamline construction, reduce risks, and ensure a high-quality outcome for the airport community.
Completion of the Concourse A and Terminal Improvements is planned by 2029, positioning Boise Airport to handle continued growth in passenger traffic and to maintain its role as a key transportation hub for the region.
