Project Classification & Positioning: This is a dedicated building intelligent system integration project for a government emergency command center, focusing on the intelligent integration of audio-visual and conference systems. It differs from ordinary residential smart homes, aiming to achieve emergency command, dispatch, and real-time monitoring functions through intelligent means. Procuring Entity: City Government of San Vicente, Philippines Source of Funds: Government General Fund Approved Budget for the Contract: Five Million Pesos (P5,000,000.00) Project Scope: To supply, deliver, install, and commission a complete set of building intelligent equipment system for the DRRM Command and Operations Center and Conference Room. Equipment Specifications & Project Scope: 55-inch Industrial-grade LCD Video Panels: A 2x3 video wall (6 units total) assembled from industrial-grade ADS LCD panels, suitable for 24/7 continuous operation; featuring ultra-narrow 3.5mm bezel; anti-glare panel; equipped with rich interfaces including HDMI, DVI, VGA, BNC, USB; supports dual-mode control (IR and RS232), enabling remote control via computer; built-in power supply, low energy consumption; modular structure supporting various installation modes. Network Video Decoder & Video Wall Controller: Designed for independent operator viewing; supports video decoding formats such as H.265, H.264, MPEG4; possesses strong decoding capability, supporting up to 12MP resolution; equipped with 2 HDMI and 2 DVI-I input ports, 9 HDMI output ports; supports 1/4/9/16 picture split-screen display; supports audio, alarm, two-way intercom, RS485 control; enables video wall control functions such as zoom, merge, overlay. Conference System: Includes 1 main control unit (MLC), 12 delegate units, and all necessary hosts, cables, and accessories. Sound System: Provides a complete audio reinforcement solution for the conference room. 65-inch Smart TV: For auxiliary display or information presentation. Intelligent Furniture Configuration: 1 custom-made conference table, 1 high-back chairperson's chair, 12 office/conference chairs, 2 PC workstations for system control. Scope of Services: Supply & Delivery: Responsible for the safe transportation of all equipment to the designated location. Installation & Integration: Complete the physical installation and electrical connection of all video wall, conference system, sound system, and control equipment. Configuration & Commissioning: Perform software configuration for video wall controllers, conference system hosts, etc., ensuring all equipment works in synergy to achieve core functions such as video decoding, picture splicing, and audio processing. Testing & Debugging: Conduct comprehensive system functional testing and performance verification to ensure the system is stable, reliable, and meets the actual operational needs of the command center. Integration of Existing System: Seamlessly integrate the client's existing Early Warning System (with mass communication and real-time monitoring capabilities) into the new command center system to achieve unified dispatch. Delivery Period: Thirty (30) calendar days Eligibility Requirements: Similar Project Experience: Must have completed at least three (3) similar command/operations center ICT projects or building intelligent system integration projects of comparable scale within the past three years. Professional Qualification: Must hold a valid PCAB Professional License (Communications Facilities category). Data Compliance Qualification: Must be registered with the National Privacy Commission as a Data Protection Officer or Data Protection Specialist and hold a valid certification. After-Sales & Warranty: Hardware Warranty: Provide a comprehensive two (2) year warranty service for active components, effective from the date of final acceptance. Technical Support: Provide remote technical assistance via phone, email, SMS, and instant messaging applications during the warranty period, including operational guidance, maintenance support, and general troubleshooting. Bidder Qualification: 1. A Filipino citizen or a qualified bidder as defined under RA 9184; 2. Must have completed at least one similar project or building intelligent integration project within the past two (2) years (counted from the bid submission deadline). Bid Document Availability: Available from February 24, 2026, to March 16, 2026 (Monday to Friday, 8:00 AM to 5:00 PM) at the specified address, for a fee of Five Thousand Pesos (P5,000.00). Pre-Bid Conference: March 4, 2026, at 1:30 PM, at the San Vicente City Government Center Conference Room and/or via Zoom online. Bid Submission Deadline: March 16, 2026, at 9:15 AM (Late bids will not be accepted). Bid Security: Must be submitted together with the bid documents, as to form and amount specified in the Bidding Documents ITB Clause 14. Bid Opening Time & Venue: March 16, 2026, at 9:30 AM, at the San Vicente City Government Center Conference Room and/or via Zoom online. Online Submission Requirement: Bidders must submit their technical/eligibility documents and financial documents separately as two independent, password-protected compressed folders (.zip or .rar). The password will be disclosed only during the bid opening. Reservation of Rights: The Procuring Entity reserves the right to reject any or all bids, declare a failure of bidding, or not award the contract prior to award, in accordance with the relevant provisions of RA 9184. |
