Scope of Services: Includes collection, transport, and weighing. Only thermal treatment and disposal is permitted (e.g., mono-incineration, co-incineration in power plants/waste incineration plants, or use as alternative fuel, e.g., in cement plants). Disposal must take place within Germany.

Loading

Loading Method: The bidder must use its own or subcontracted specialized vehicles to perform loading operations at the designated loading point of the wastewater treatment plant.

Loading Requirements:

Must comply with the plant's safety management regulations, including vehicle speed limits, personnel protection, on-site command, etc.

The loading process must prevent sludge spillage and keep the work area clean.

Prior to loading, the sludge must be weighed via a weighbridge, recording the weight of each load (raw sludge, wet weight).

Operation Time: Must be coordinated with the wastewater treatment plant's operating hours, typically arranged during normal working hours, special circumstances negotiable.

Transport

Transport Scope: Limited to within Germany, cross-border transport strictly prohibited.

Transport Vehicles:

Must comply with the German Hazardous Goods Transport Act and relevant environmental transport regulations.

Vehicles must be enclosed tankers or dump trucks to prevent leakage, odor diffusion, and dust dispersion.

Vehicles must have real-time positioning functionality to facilitate transport route tracing by the purchaser.

Transport Requirements:

A transport plan (route, time, license plate number, driver information) must be provided to the purchaser before transport.

A sludge transfer consignment note must accompany the vehicle during transport.

In case of vehicle breakdown, accident, or delay, the purchaser must be notified immediately and emergency measures taken.

Final Disposal

Disposal Method: Only thermal treatment is permitted.

Includes the following three categories:

Sludge Mono-Incineration: Separate treatment in specially designed sludge incineration facilities.

Co-Incineration: Co-incineration with other fuels in facilities such as power plants, waste incineration plants, etc.

Alternative Fuel: Use as an alternative fuel in industrial kilns such as cement plants, lime plants, etc.

Disposal Facility Requirements:

Must possess an operating permit issued by the German federal or state environmental protection authority.

Must comply with the requirements of the Federal Immission Control Act (BImSchG) and the Circular Economy Act (KrWG).

Disposal capacity must match the sludge volume during the contract period to ensure continuity of disposal.

Disposal Quality:

Must comply with the Sewage Sludge Ordinance (AbfKlärV) and relevant emission standards.

Residues after disposal (ash, flue gas cleaning residues) must be disposed of in compliance with regulations.

Documentation:

A receipt confirmation (Annahmebestätigung) must be provided after each disposal, indicating disposal time, weight, and disposal facility.

A quarterly disposal report must be submitted to the purchaser, including total quantity statistics, list of disposal facilities, and copies of transfer consignment notes.

Disposal Paths and Compliance Requirements

Disposal Facility Access

The bidder must list the intended disposal facilities in the bid documents, attaching copies of the facility operating permits or equivalent proof.

If new disposal facilities are required during the contract period, prior written approval from the purchaser is required, along with submission of the new facility's permit and acceptance commitment.

Disposal facilities must have stable operational capacity and sufficient remaining capacity to ensure uninterrupted disposal throughout the year.

Interim Storage (Zwischenlagerung)

If interim storage of sludge is required due to disposal facility maintenance, transport arrangements, etc., a written application must be submitted to the purchaser in advance.

Interim storage must be conducted in facilities with a valid storage permit; facility permit proof and storage plan (storage method, duration, environmental measures) must be submitted.

Interim storage does not count as disposal; stored sludge must undergo final disposal subsequently, and a written report must be submitted upon completion.

The interim storage period shall not exceed 3 months in principle, special cases require separate approval.

Quality and Compliance Assurance

The bidder must declare familiarity with the Circular Economy Act and related subordinate regulations and commit to compliance.

The sludge thermal treatment process must comply with the Federal Immission Control Act and technical instructions (e.g., TA Luft).

Disposal facilities must undergo regular official monitoring; the bidder shall cooperate with the purchaser in environmental compliance audits.

In case of compliance risks or disposal interruption, the bidder must notify the purchaser in writing within 24 hours and activate backup plans.

Service Period: From October 1, 2026 to December 31, 2028.

IV. Implementation Conditions

Logistics Method: Transport is the responsibility of the contractor.
