Kaminsky noted that sustainable economic growth requires a balanced energy supply model. Currently, consumers pay for less than 40% of the grid capacity they actually use, with the cost of unused capacity being shared among all users. Over the past five years, the utilization rate of capacity for which new users applied for connection was only 7%, a situation that has led to excessive construction of power facilities and rising electricity prices.

To address this issue, Russia plans to introduce a "take-or-pay" principle for large consumers. This measure aims to incentivize enterprises to relinquish unused capacity and create conditions for the circulation of grid capacity. Additionally, relevant authorities are considering another option: allowing large consumers in electricity-deficient regions to build their own generation facilities and supply surplus electricity to the wholesale market. This approach is expected to enable rapid capacity deployment and alleviate power shortages at a lower cost.

Kaminsky concluded that only by establishing a balanced and economically sound model for electricity development can Russia ensure the achievement of its set industrial growth targets.
