en.Wedoany.com Reported - In the era of the intelligent economy, large models and intelligent agents have become new service entry points and core productivity carriers for intelligent applications, with tokens serving as the key metric for measuring the level of artificial intelligence services. Token-based cloud services refer to a new form of digital service that uses tokens as a standardized carrier for value measurement, resource circulation, and service metering and billing of AI applications. Relying on public cloud infrastructure resources such as computing, storage, and networking, these services provide users with computing resource services, model inference services, and intelligent agent services through cloud service platforms. By leveraging the scalability and affordability of cloud computing, they transform traditionally high-barrier computing resources and large model technologies into standardized public services that can be accessed on demand.

To thoroughly implement the requirements of the "Government Work Report (2026)" for creating new forms of the intelligent economy, the China Academy of Information and Communications Technology (CAICT) organized a seminar on June 10, 2026, under the theme "Trusted Token Cloud Services." Academician Zheng Weimin of the Chinese Academy of Engineering, He Baohong, Chief Engineer of CAICT, and Li Wei, Deputy Director (presiding) of the Cloud Computing and Digital Research Institute of CAICT, attended and delivered speeches. During the event, CAICT, together with more than ten enterprises including Tianyi Cloud, Alibaba Cloud, Huawei Cloud, JD Cloud, Lenovo, StepFun, Kingsoft Office, and Qingcheng Jizhi, launched the "Token Cloud Service Quality Improvement and Empowerment Evaluation Plan" and released multiple achievements.

First, the initiative launched the "Token Cloud Service Industry Self-Discipline Convention," centered on the four visions of "integrity and trustworthiness, safety and reliability, healthy development, and standardized order." It aims to build consensus within the industry, establish user rights protection codes of conduct based on market demands and industry development trends, and form a unified standard Service Level Agreement (SLA) to lay a solid foundation for the sustainable development of the industry.

Second, it released the "Token-Based Cloud Service Capability Requirements" standard and evaluation system. Leveraging the China Communications Standards Association, and in collaboration with cloud service providers, model service providers, and intelligent agent service providers, a series of cloud service standards with tokens as the core delivery model were jointly developed to provide guidance for the healthy development of the industry.

Third, it released the "Trusted Token Cloud Service Provider Benchmark Test." Based on CAICT's existing trusted cloud performance and availability monitoring capabilities, and in collaboration with Tsinghua University, research on token cloud service quality evaluation was conducted, establishing capabilities for monitoring key indicators of token cloud services and conducting online benchmark tests.

Fourth, it established the "Cloud-Model-Chip-Application" Ecological Promotion Matrix. Relying on the Cloud Computing Open Source Industry Alliance, the matrix aims to build a "standardized, measurable, and sustainable" industry benchmark for cloud-model-chip-application collaboration. The matrix will focus on five areas: industry research, standard development, evaluation and verification, ecosystem building, and international cooperation, promoting industry exchanges, cultivating a healthy ecosystem, and driving high-quality industry development.

The Cloud Computing and Digital Research Institute of CAICT has long been deeply involved in cloud computing policy support, industry research, standard development, and ecosystem building. The "Token Cloud Service Quality Improvement and Empowerment Evaluation Plan," with the core philosophy of "innovation empowerment, standardization as the foundation, industry collaboration, and ecosystem win-win," unites all stakeholders from industry, academia, research, and application to build an integrated industry empowerment system encompassing policy guidance, standard evaluation, technological breakthroughs, industry applications, and ecosystem synergy, promoting the standardized and orderly development of token cloud services as a new form of the intelligent economy.
