To the development and reform commissions, competent departments of industry and information technology, departments (bureaus) of ecology and environment, state-owned assets supervision and administration commissions, and energy administrations of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, and the Xinjiang Production and Construction Corps, as well as relevant central enterprises:

To fully implement the guiding principles of the 20th National Congress of the Communist Party of China and all previous plenary sessions of the 20th Central Committee, and to carry out the deployments of the Central Economic Work Conference and the Government Work Report, the National Development and Reform Commission and other relevant departments have decided to organize and carry out a three-year action for energy conservation and carbon reduction transformation in key industries including steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, and coal-fired power. Relevant matters are hereby notified as follows:

I. Deeply implementing energy conservation and carbon reduction transformation is an important task deployed by the Central Committee of the Communist Party of China and the State Council. It is conducive not only to accelerating the green and low-carbon transition and supporting the achievement of carbon peak and carbon neutrality goals, but also to expanding effective investment and promoting industrial upgrading and quality improvement. All relevant departments, local authorities, and enterprises must fully recognize the significance of this work, take effective and robust measures, and solidly promote its implementation.

II. Key industries have large scales and high intensities of energy consumption and carbon dioxide emissions, making them the top priority for improving energy efficiency, reducing coal consumption, and lowering carbon emissions. Starting from 2026, focusing on nine industries including steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, and coal-fired power, a comprehensive energy conservation and carbon reduction transformation will be fully implemented over three years. This will drive enterprises to enhance their energy efficiency and carbon efficiency levels to the maximum extent possible, significantly improving the green and low-carbon development level of the industries. Starting from 2028, the scope of implementation will be further expanded as appropriate based on actual circumstances, adding other industries in a staggered manner. All regions may proceed in an orderly manner in advance based on work needs.

III. All relevant departments and local authorities must strengthen guidance and support, continuously improve policies and measures, fully mobilize the initiative and proactiveness of enterprises, enhance supervision and management of energy conservation and carbon reduction transformation, urge relevant enterprises to earnestly fulfill their primary responsibilities for energy conservation and carbon reduction, actively implement upgrades for energy conservation and carbon reduction, and accelerate the formation of tangible results in energy conservation, coal reduction, and carbon reduction.
