This working group is led by the China Academy of Information and Communications Technology (CAICT) and jointly established with 22 entities, including Huawei Cloud, Baidu AI Cloud, China Mobile, China Telecom, and China Unicom. It also publicly invites interested organizations to join.

The AIIA Token Service Working Group (Preparatory) is dedicated to addressing key challenges faced by the industry in advancing high-quality AI services, such as "insufficient service performance and stability," "lack of security and trustworthiness capabilities," and "non-standardized service metering and billing." It aims to promote the development of Token services towards greater efficiency, stability, and cost-effectiveness. Its main work includes eight aspects: First, advancing the construction of a high-quality Token service standard system, covering the entire process of Token production, circulation, application, operation, and metering, as well as key dimensions like Token service quality, to build a standard system for high-quality Token services and support the development of Token factory capabilities. Second, collaboratively optimizing Token service quality by establishing cross-level communication and coordination mechanisms to help overcome technical bottlenecks. On one hand, this involves promoting the implementation of the "Token Service Capability Climbing Plan" to comprehensively enhance China's high-quality Token service level and address industry service shortcomings. On the other hand, it entails continuous monitoring based on the "Token Service Capability Monitoring Platform" and regularly publishing monitoring and research reports on Token service capabilities to provide industry references. Third, accelerating the empowerment of industry applications through Token services by strengthening the construction of scenario-based Token service baselines in key sectors such as finance, healthcare, and government affairs, promoting the improvement of industry-level Token services, and continuously conducting the AIIA Pioneer Case - "High-Quality Token Service" case collection activity. Fourth, cultivating the Token service industry ecosystem by hosting the "High-Quality Token Service" industry conference, building a technology exchange platform, compiling reports on the development of the Token service industry, and promoting collaborative innovation among industry, academia, research, and application, forming a favorable development pattern of "standards-led, technology-innovative, application-driven, and ecosystem-synergistic." Fifth, building a secure and trustworthy service ecosystem by issuing security commitments related to Token services, developing basic requirements for Token security and trustworthiness, conducting security and trustworthiness assessments, evaluations, monitoring, and early warnings, compiling research reports on Token security and trustworthiness development, and continuously ensuring the healthy development of the industry. Sixth, promoting the establishment of cross-border Token flow mechanisms and open cooperation by focusing on bottlenecks such as cross-border transmission latency and data flow compliance, compiling research reports on cross-border flow and supporting technical and compliance standards, leveraging pilot free trade zones and bilateral/multilateral mechanisms to promote mutual recognition of rules, and building a cross-border collaborative industry chain. Seventh, advancing the construction of domestic Token autonomous and controllable capabilities by focusing on key links such as domestic large models, domestic computing power, and domestic development frameworks, establishing Token service evaluation and adaptation standards, promoting the collaborative adaptation of domestic Tokens with domestic chips, basic software and hardware, and industry models, and driving the construction of a domestic Token service system that is autonomous, controllable, and stable in supply. Eighth, building a green Token service ecosystem by focusing on energy consumption optimization and carbon efficiency improvement of Token services, organizing green Token themed seminars and other green Token industry ecosystem activities, and promoting the formation of a "low-energy, high-efficiency, sustainable" green Token development model within the industry.
