Hampshire County Council has issued an invitation to tender for contractors for the four-year framework, which will run from 4 May 2027 to 3 May 2031. The deadline for bid submissions is 27 August this year.
SCF is delivered jointly by Hampshire County Council and Devon County Council. Since the launch of the first generation framework in 2006, it has supported the delivery of £100 billion in public sector construction projects, facilitating approximately £500 million in project delivery annually.
The newly launched SCF6 framework comprises 10 lots covering London, the South East, and the South West, while also introducing an England-wide lot for large and complex projects. A preliminary market engagement notice published earlier this year valued the framework at £5.4 billion.
SCF stated that the framework will support projects ranging from local schemes worth up to £30 million to large and mega developments valued between £10 million and over £100 million. It will continue to operate as a fully managed two-stage procurement framework, with contractors able to bid for individual regional lots or the national lot, subject to the bidding restrictions set out in the invitation to tender.

The existing £4.5 billion SCF5 framework is due to expire on 1 May 2027. It involves tier one contractors such as Bowmer & Kirkland, Galliford Try, Kier, Mace, Morgan Sindall, and Willmott Dixon.
