The event, themed "Artificial Intelligence and Digital Trust: Building a Secure, Ethical, and Rights-Respecting Ecosystem," brought together government officials, policymakers, legal experts, technology stakeholders, and industry leaders to discuss the evolving digital landscape and the necessary governance frameworks. Attendees at the opening ceremony included Ibrahim Kalil Konaté, Minister of Trade, Industry, and Handicrafts; Charlemagne Dah, Secretary General of the Government; a representative of the Ministry of Justice; and Bintou Jarvis, General Commissioner of Digital Law Day.

In his address, Ouattara pointed out that the government aims to ensure that digital transformation delivers tangible benefits to citizens by improving public services, enhancing administrative efficiency, stimulating economic growth, and creating opportunities for young people. The country's digital strategy is guided by a national roadmap built around seven strategic pillars and 40 flagship projects, designed to accelerate digital development across multiple sectors. The roadmap covers digital infrastructure investment, public service modernization, human capital development, innovation, digital inclusion, digital trust, and strengthening digital sector governance.

Ouattara also outlined ongoing legal and regulatory reforms to support the country's digital ambitions, including the implementation of the 2024 Electronic Communications Law, measures to strengthen the national cybersecurity framework, improvements in digital project governance, and the continued development of public digital infrastructure. He emphasized that building trust is fundamental to Côte d'Ivoire's digital transformation strategy, especially as artificial intelligence and other emerging technologies become increasingly integrated into public administration, business, and daily life.

Digital Law Day serves as a national platform for discussing legal, regulatory, and technological issues, supporting Côte d'Ivoire's broader vision of building a resilient, ethical, and inclusive digital economy to drive sustainable national development.
