The project, included in the FERC program framework, has received over PLN 12.3 million in EU fund support. Upon completion, it will cover 4,037 address points, benefiting 4,259 households and 395 enterprises.
HTK's construction is part of a local broadband infrastructure reinforcement project, aiming to extend high-speed fiber optic access to more residential, business, and public service areas with insufficient coverage. Hrubieszów County and Zamość County are located in eastern Poland, where some areas have low population density, making it difficult for operators to rapidly deploy fiber optic networks based solely on commercial returns. With EU funds, the upfront construction pressure on operators can be reduced, enabling cable laying, access node installation, terminal line deployment, in-home equipment setup, and network activation to proceed across more address points. Upon project completion, 4,259 households and 395 enterprises will have access to high-speed internet, directly benefiting remote work, digital education, business operations, e-government, and the digitalization of local services.
The project has achieved phased progress. HTK has already launched services in newly covered investment areas, with the most recent construction phase providing fiber optic network access to 239 address points across 9 locations.
Under the FERC framework, fiber optic network construction focuses on solving the "last mile" access issue. After backbone and regional networks are completed, if households, businesses, and small enterprises cannot connect, digital service capabilities remain theoretical. HTK's activation of 239 address points in 9 locations indicates that the project has moved from planning and construction to actual service deployment. For local operators, fiber optic network construction involves not only cable laying but also site surveys, pole or conduit coordination, access box deployment, user-end fiber connection, network testing, and customer activation. Behind each new address point, engineering work, equipment configuration, and service delivery must be completed, with construction progress typically rolled out gradually by village, neighborhood, and address point.
This project also reflects the dependence of Poland's local communication infrastructure on EU funds. In large cities, operators can typically recover investments through user scale and enterprise customers; in small and medium-sized towns and rural areas, a gap exists between construction costs and user density, making public funding support a key method for expanding coverage. Once the fiber optic network is built, local enterprises can gain more stable cloud services, video conferencing, online sales, remote monitoring, and digital management capabilities, while household users can also access higher-quality broadband.
HTK's receipt of over PLN 12.3 million in support and its advancement of coverage to 4,037 address points indicates that broadband infrastructure in eastern Poland continues to be strengthened.
