The inauguration ceremony was held on June 29, 2026, and was chaired by Moroccan Head of Government Aziz Akhannouch. Attendees included Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administrative Reform; Karim Zidane, Minister Delegate for Investment, Integration, and Public Policy Evaluation; Duke Buchan III, U.S. Ambassador to Morocco; Saaïd Amzazi, Governor of the Souss Massa region; and Karim Achengli, President of the Regional Council. Simon De Montfort Walker, Executive Vice President of Oracle Industry Applications, also represented the company.
The establishment of this R&D office reflects growing international confidence in Morocco's digital transformation agenda and its capacity to host advanced technology and innovation investments. This move is also seen as a strategic step for Morocco to position itself as a regional hub for research, development, and digital innovation.
In her remarks, Minister El Fallah Seghrouchni noted that the choice of Agadir aligns with Morocco's vision of making digital transformation a catalyst for regional development. This initiative brings innovation closer to universities, research centers, and employment zones, helping to strengthen the local ecosystem and enhance regional competitiveness. She emphasized that under the leadership of King Mohammed VI, Morocco is implementing a comprehensive digital strategy covering infrastructure reinforcement, the development of a national artificial intelligence ecosystem, and investment in advanced digital skills. She stated that Oracle's expansion of R&D activities in Morocco will create skilled jobs, strengthen the national digital ecosystem, and integrate Moroccan talent into the global technology value chain.
