en.Wedoany.com Reported - On June 30, 2026, at the 2026 Modern Energy Economy (Inner Mongolia) Sike Conference held in Hohhot, Gao Yongbin, Deputy Mayor of Ulanqab, disclosed that the city has achieved six pioneering breakthroughs in the national field of computing-electricity synergy, with simultaneous improvements in the scale of the computing power industry and the capacity for green electricity consumption.

The first computing power park in China to integrate wind-solar-storage for direct server supply—the CICC Zero-Carbon Computing Power Base—was connected to the grid and put into operation in July 2025. It is supported by 300 MW of wind and solar power and 45 MW of energy storage dedicated to direct supply to the data center, with a design PUE below 1.2. The base generates 848 million kWh of self-consumed green electricity annually, achieving a renewable energy substitution rate of 38.74%. As one of the eight major hub nodes in the national "East Data, West Computing" project, Ulanqab has achieved triple breakthroughs in green electricity direct supply models, policy funding, and large-scale deployment.

The 300 MW source-grid-load-storage integrated project in Xinghe County received 100 million yuan from the national central budget special fund for energy conservation and carbon reduction, filling a gap in central government funding support in this field. As of now, Ulanqab's installed new energy capacity has reached 20,288 MW, with green electricity accounting for 67% of the total regional power supply, ranking among the top prefecture-level cities nationwide. Additionally, four source-grid-load-storage projects, including those by Century Internet and CICC Phase II, have been approved simultaneously, with a total green electricity capacity of 1,600 MW. Once completed, these projects are expected to generate 4.5 billion kWh annually.

In terms of computing power, as of the first half of 2026, Ulanqab has signed a total of 89 data center projects, with an operational computing power scale of 165,000 P, of which intelligent computing power accounts for over 90%, representing 8.7% of the national total. The city has also absorbed 65,000 P of computing power overflow from Beijing. GDS has signed a computing power investment plan exceeding 30 billion yuan over five years. The CICC base has also deployed the country's first integrated computing power and energy regulation platform, which can autonomously match computing power loads based on fluctuations in new energy generation.

Gao Yongbin noted that Ulanqab has built two 144-core point-to-point dual-route high-capacity optical cables directly connecting to Beijing, with a one-way measured latency of up to 2.1 milliseconds and a dual-route fault switching time controlled within 20 milliseconds. The city has also launched a three-year "Token Capital" construction plan, aiming to establish an industrial closed loop of "wind-solar power generation—green computing power—Token value output."
