Construction of China's First International Earth System Data Exchange Center Kicks Off in Hengqin
en.Wedoany.com Reported - On September 10, the National First International Earth System Data Exchange Center (Macao), jointly established by the China Meteorological Administration, the Government of the Macao Special Administrative Region, and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, officially commenced construction in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.

On the same day, the China Meteorological Administration, the Government of the Macao Special Administrative Region, and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin signed a tripartite cooperation framework agreement for joint development, specifying a three-year construction period and a three-year operation period to build the International Earth System Data Exchange Center (Macao) in Hengqin. This initiative aims to further cultivate an ecosystem for the development and utilization of data elements, build a bridge for earth system data cooperation, create a high-level platform for opening up to the outside world, promote the export of high-quality data products and service capabilities, form a unified large market for earth system data elements in the Guangdong-Hong Kong-Macao Greater Bay Area, empower the development of new quality productive forces such as the digital economy in the Cooperation Zone and the moderately diversified economic development of Macao, and contribute China's strength to global data governance and digital development.
As the "new oil" of the intelligent era, earth system data possesses the unique advantages of full-domain coverage, full-process penetration, and all-time availability. Its integration with rich production and living scenarios is increasingly making it a core production factor and important strategic resource supporting the development of the digital economy. Chen Zhenlin, Administrator of the China Meteorological Administration, stated that the International Earth System Data Exchange Center (Macao) is the first data exchange center built by the China Meteorological Administration in accordance with its overall layout. The tripartite joint development is both an inherent requirement for meteorological services to serve major national strategies and the diversified industrial development of Macao, and a concrete action to promote the high-quality development of China's meteorology and advance the global application of China's intelligent meteorological early warning solution "Mazu." The China Meteorological Administration will provide full support to build it into an important platform for implementing global data governance concepts, an industry benchmark for the secure cross-border circulation of data elements, and a strategic window for high-level opening up to the outside world.
Mainland China and Macao have a solid foundation for meteorological science and technology cooperation, having established sound mechanisms and accumulated valuable experience in facility co-construction, data sharing, disaster joint prevention, and innovation collaboration. The tripartite joint development can fully realize complementary advantages: the China Meteorological Administration possesses comprehensive advantages in the efficient governance, high-level development, and intelligent services of global earth system data resources; the Macao Special Administrative Region has an international platform, a cooperation network connecting Portuguese-speaking and Spanish-speaking countries, and an open business environment; the Guangdong-Macao In-Depth Cooperation Zone in Hengqin has a unique geographical location and is a digital harbor for exploring integrated innovation of data elements and supporting high-level opening up to the outside world.
The three parties will fully leverage their respective resource advantages to jointly advance the construction and operation of the center, solidify the foundational infrastructure for cross-border data exchange and circulation to strengthen "hard connectivity"; innovate policies and mechanisms for the cross-border circulation and use of earth system data to substantiate "soft connectivity"; and explore deep alignment and coordination of meteorological forecasting and early warning services between Hengqin and Macao to weave "heart connectivity," jointly building the center into an industry demonstration that enriches the practice of "One Country, Two Systems."
