Colombia Receives Rural Satellite Connectivity Pilot Proposals from Starlink and Other Companies

en.Wedoany.com Reported - Starlink, Hughes, and Comcel (Claro, operated by América Móvil) have submitted proposals to Colombia's Ministry of Information Technology and Communications (MinTIC) to participate in the first call for applications for the 2026 industry regulatory sandbox, aimed at evaluating satellite-based solutions to expand internet access in rural, remote, and hard-to-reach areas of the country.

The regulatory sandbox, jointly developed by MinTIC, the Communications Regulatory Commission (CRC), and the National Spectrum Agency (ANE), allows for the testing of technologies, service delivery models, and satellite capabilities in a controlled environment, providing a basis for future regulatory and public policy decisions.

The proposal submitted by Starlink Colombia aims to evaluate new capabilities of satellite infrastructure to enhance coverage and performance in rural and remote areas. Hughes Colombia has proposed a commercialization model adapted to the socioeconomic conditions of rural communities to facilitate internet access and promote digital inclusion. Comcel (a subsidiary of América Móvil) proposes evaluating solutions based on Low Earth Orbit (LEO) satellite systems to support the expansion of mobile network coverage in areas where deploying terrestrial infrastructure faces greater challenges.

Vice Minister of Connectivity Gloria Perdomo stated that through the industry regulatory sandbox, the country is opening a responsible space for innovation, allowing evidence to demonstrate how satellite technology can help connect more regions, requiring the narrowing of gaps under safe, measurable, and sustainable conditions.

After the call for applications concludes, the process will move to a verification phase with established requirements, followed by the publication of a preliminary report on qualified proposers. Eligible initiatives will undergo technical evaluation and risk and safeguard consultations, after which they may receive authorization to begin the pilot phase.
