China's Gansu Secures 8.938 Billion Yuan in Water Conservancy Construction Investment in First Half of Year

en.Wedoany.com Reported - As of June 30, China's Gansu Province had secured a total of 8.938 billion yuan in various water conservancy construction investments, an increase of 910 million yuan or 11.32% compared to June 15; and an increase of 246 million yuan or 2.83% year-on-year. By investment source, central investment reached 3.383 billion yuan, a decrease of 844 million yuan or 19.97% year-on-year; provincial funds totaled 1.317 billion yuan, a decrease of 16 million yuan or 1.19%; city and county investments amounted to 1.17 billion yuan, a decrease of 123 million yuan or 9.53%; local government special bonds reached 2.686 billion yuan, an increase of 1.516 billion yuan or 129.59%; bank loans totaled 207 million yuan, a decrease of 174 million yuan or 45.73%; and social capital amounted to 175 million yuan, a decrease of 113 million yuan or 39.02%. In terms of investment scale, Jiuquan City ranked first with over 1.3 billion yuan; Dingxi City and Baiyin City were in the 800 million to 1 billion yuan range; Linxia Prefecture, Qingyang City, Tianshui City, and the Provincial Water Investment Group were in the 600 million to 800 million yuan range; Lanzhou City, Longnan City, Pingliang City, and Zhangye City were in the 400 million to 600 million yuan range; Gannan Prefecture, Wuwei City, and Lanzhou New Area were in the 200 million to 400 million yuan range; Jinchang City, Jiayuguan City, and provincial directly affiliated units were below 200 million yuan.

In terms of investment completion, a total of 1,185 projects were included in the monthly water conservancy construction investment statistics report, with 1,033 projects started, an increase of 50 projects or 5.09% compared to June 15, and a decrease of 66 projects or 6.01% year-on-year. Cumulative completed investment reached 6.111 billion yuan, an increase of 813 million yuan or 15.35% compared to June 15, and a decrease of 1.587 billion yuan or 20.62% year-on-year. By investment source, completed central investment was 1.785 billion yuan, a decrease of 736 million yuan or 29.19% year-on-year; provincial funds totaled 946 million yuan, an increase of 17 million yuan or 1.82%; city and county investments amounted to 1.321 billion yuan, a decrease of 780 million yuan or 37.13%; local government special bonds reached 1.294 billion yuan, an increase of 376 million yuan or 40.94%; bank loans totaled 545 million yuan, an increase of 298 million yuan or 121.29%; and social capital amounted to 220 million yuan, a decrease of 762 million yuan or 77.62%. By completed investment scale, Jiuquan City and Tianshui City completed investments in the 700 million to 900 million yuan range; Dingxi City, Linxia Prefecture, and Baiyin City were in the 500 million to 700 million yuan range; Pingliang City and Qingyang City were in the 400 million to 500 million yuan range; Longnan City, Wuwei City, Zhangye City, Gannan Prefecture, Lanzhou City, Jinchang City, the Provincial Water Investment Group, Lanzhou New Area, Jiayuguan City, and provincial directly affiliated units were below 300 million yuan.

Regarding central investment in water conservancy construction projects, the central budget investment plan allocated this year totaled 594 million yuan, an increase of 168 million yuan or 39.34% compared to the same period in 2025. This includes 475 million yuan in central investment and 119 million yuan in local matching funds. The total investment plan allocated this year for central fiscal water conservancy development funds was 1.699 billion yuan, a decrease of 152 million yuan or 8.22% year-on-year. A total of 451 projects under the central investment plan were scheduled by the Ministry of Water Resources, with 428 projects started, a start rate of 94.9%, an increase of 20 projects or 4.9% compared to June 15. Regions with start rates below the provincial average include Jiuquan City (93.1%), Zhangye City (90%), and Wuwei City (77.78%); the Provincial Water Diversion Center and the Department Information Center have not yet started. Project types with start rates below the average include maintenance and repair of small reservoir projects (88.24%), comprehensive treatment of groundwater over-extraction (83.33%), and construction of happy rivers and lakes (80%); reinforcement of small dangerous reservoirs has not yet started as the investment plan was allocated on June 23. Central investment in water conservancy construction projects completed a total of 1.109 billion yuan, with an investment completion rate of 43.5%, an increase of 202 million yuan or 22.27% compared to June 15. Regions with investment completion rates below the provincial average include Qingyang City (41.71%), Zhangye City (40.37%), Jiayuguan City (12.12%), the Provincial Water Investment Group (7.91%), and provincial directly affiliated units (1.38%). Project types with completion rates below the average include water-saving renovation of medium-sized irrigation districts (39.21%), construction of happy rivers and lakes (35.31%), comprehensive treatment of groundwater over-extraction (29.35%), major backbone flood control and disaster reduction projects (7.91%), and water resource management (4.78%); reinforcement of small dangerous reservoirs has not yet started.
