China's Fujian Releases "AI + Manufacturing" Action Plan, Aiming to Form 100 Application Scenarios by 2028

en.Wedoany.com Reported - The Fujian Provincial Department of Industry and Information Technology, along with seven other departments, jointly released the "Fujian Province 'AI + Manufacturing' Action Plan (2026-2028)" (Min Gong Xin Lian Ruan Jian [2026] No. 48), proposing to cultivate 20 industrial vertical models, 50 industrial intelligent agents, and other high-quality AI products by 2028, forming 100 typical "AI + Manufacturing" application scenarios. This will comprehensively empower the construction of the "555X" industrial cluster, creating a highland for AI-empowered new-type industrialization. The plan takes effect from the date of issuance and is valid until December 31, 2028.

The action plan focuses on five pillar industries: electronic information, modern chemicals, advanced equipment manufacturing, modern textile and footwear, and new energy. It also covers five advantageous industries: new materials, green food, new-type metallurgy, specialty light industry, green building materials and smart home, as well as five emerging and future industries: AI and robotics, biomedicine, energy conservation and environmental protection, low-altitude economy, and optoelectronics. In the electronic information field, it will rely on Xiamen Torch High-tech Zone and Quanzhou Semiconductor High-tech Industrial Park to guide integrated circuit enterprises in using AI to empower chip-assisted design, wafer defect detection, and process parameter optimization. In the new energy field, focusing on the Ningde national advanced manufacturing cluster for power batteries, it will promote the application of AI in core materials, new-type batteries, and energy storage systems.

To support the achievement of these goals, the action plan deploys eight key projects. The Technology Innovation Leadership Project will drive breakthroughs and engineering applications in machine learning algorithms, knowledge computing engines, and industrial mechanism models. The Industrial Vertical Model Enhancement Project focuses on key links such as R&D design, intelligent scheduling, quality control, and predictive maintenance, with an emphasis on improving capabilities in "small-sample training, low-computing-power adaptation, and scenario-based iteration." The Full-Chain Empowerment Application Project will strengthen the promotion of the "Guidelines for AI Empowering Key Industry Transformation in Manufacturing" and the "AI Application Guide for Manufacturing Enterprises," accelerating the construction of key county-level industrial chains and guiding enterprises to explore application scenarios throughout the entire process. The Scenario Opening and Leading Project deepens the "Smart Empowerment of a Hundred Scenarios" initiative and organizes supply-demand matchmaking activities through the provincial industrial enterprise supply-demand matchmaking platform. The High-Quality Data Supply Project leverages advanced manufacturing clusters to build industry datasets, cultivating full-chain services such as data annotation, model training, and data asset evaluation. The Computing Power Supply and Affordability Project builds a province-wide integrated computing network, expanding the scope of subsidies for enterprise computing power purchases. The Enterprise Gradient Cultivation Project leverages the agglomeration advantages of AI industrial parks in Fuzhou, Xiamen, and Quanzhou to attract and cultivate high-quality enterprises. The Industrial Foundation Support Project accelerates the layout of next-generation AI application chips, guiding collaborative innovation between intelligent equipment and industrial software.

In terms of safeguard measures, Fujian Province will leverage the coordinating role of the AI special task force, improve departmental coordination mechanisms, and coordinate the use of policy resources such as financing support for technological transformation projects and provincial-level AI and digital economy funds. It will strengthen guarantees for capital, land, and talent elements, fostering an atmosphere that supports the high-quality development of AI-empowered manufacturing.
