en.Wedoany.com Reported - Russia's State Services Portal (Госуслуги) has launched a data verification app called "Goskann (Госкан)", designed to provide citizen identity verification services for employees of organizations and individual entrepreneurs (ИП). The app scans QR codes displayed by citizens in the State Services, State Services Auto (Госуслуги Авто), or Digital ID (Цифровой ID) apps, and performs data comparison in the MAKS system.

In terms of usage scenarios, when a citizen needs to prove their age, identity, or eligibility for benefits, they can generate a QR code in any of the aforementioned apps. After staff scan it using "Goskann", the verification result is instantly displayed on the screen, eliminating the need for photocopies, verbally providing passport information, or other supporting documents throughout the process.
To enable the app, the organization employing the staff or the individual entrepreneur must grant them a machine-readable power of attorney (МЧД) through the State Services Portal. Once users log into "Goskann", the power of attorney is automatically retrieved; if it has not been issued, the app will prompt them to handle it first, and it cannot be used directly. For employees serving multiple companies, "Goskann" supports binding multiple machine-readable powers of attorney, allowing users to switch directly within the app without logging out of their account and logging back in.
In terms of data security, the app is designed to ensure that citizen data is not saved on the staff's device. Once the verification is complete, data access rights are immediately revoked, and the app only displays the verification result in real time, preventing the inspector's phone from storing other people's personal data.
