Peru and the United States Sign Memorandum of Understanding on Artificial Intelligence Cooperation

en.Wedoany.com Reported - On September 8, the President of the Council of Ministers of Peru, Luis Galarreta, and the United States Ambassador to Peru, Bernie Navarro, signed a Memorandum of Understanding on Artificial Intelligence Cooperation, with a term of 3 years. The two sides will cooperate in areas including artificial intelligence regulation and governance, digital infrastructure, cybersecurity, talent development, and commercial cooperation. On the Peruvian side, the Secretariat of Government and Digital Transformation under the Presidency of the Council of Ministers will be responsible for coordinating the implementation of the agreement, while on the United States side, the Ambassador to Peru will serve as the liaison.

Digital infrastructure is included in the specific scope of this cooperation. The memorandum proposes developing and adopting artificial intelligence solutions and building secure digital networks, explicitly involving cloud computing, data centers, and the 5G supply system; the two sides will also promote the application in Peru of secure, reliable, and interoperable technologies, products, and services.

The regulation and governance area will cover artificial intelligence-related policy frameworks, digital public services, and data protection. The cybersecurity area includes strengthening cybersecurity capabilities and digital security practices; the education and workforce area will carry out artificial intelligence-related capacity building. The memorandum also proposes promoting cooperation between U.S. artificial intelligence technology suppliers and Peru's public and private sectors.

This agreement aligns with the international cooperation arrangements of Peru's 2026–2030 National Artificial Intelligence Strategy. The strategy lists international artificial intelligence cooperation as a course of action, proposing to introduce technical knowledge through agreements and memorandums of understanding with leading countries and multilateral institutions, and to strengthen cooperation in digital infrastructure, talent, and applied research.

Peru's current artificial intelligence governance system assigns relevant coordination responsibilities to the Secretariat of Government and Digital Transformation under the Presidency of the Council of Ministers. Its regulatory functions include formulating standards for the implementation and use of artificial intelligence, overseeing high-risk artificial intelligence systems, providing technical support to public institutions, and managing tools such as the National Center for Digital Innovation and Artificial Intelligence.
