Brazil's Nio Receives Regulatory Approval to Launch MVNO Mobile Phone Services with Surf Telecom

Following regulatory confirmation, Nio and Surf Telecom can initiate the development and implementation process for mobile phone services, allowing Nio to further expand from fixed broadband into the mobile communications market.

Nio currently primarily operates fixed broadband services, with a customer base of approximately 3.2 to 3.5 million, ranking among the top in Brazil's broadband market. This entry into mobile services does not involve building a complete mobile network but rather operating through the MVNO model. Under this model, Nio is responsible for providing mobile communication products and services to customers, while Surf Telecom acts as the mobile virtual network enabler and service support provider, offering mobile network access, operational capabilities, and related technical support. For Nio, this approach is lighter than rebuilding mobile communication infrastructure, enabling faster integration of mobile voice, data, and 5G services with existing fiber broadband packages.

The related mobile services are planned to be launched in approximately 300 cities where Nio already operates, with commercial rollout expected in the second half of this year. Nio previously expanded its fixed broadband scale by integrating Oi Fibra's customer base, with major shareholders including funds managed by BTG Pactual. Its existing business primarily focuses on home and enterprise broadband access. After the launch of mobile phone services, Nio can bundle fixed broadband, mobile data, voice services, and potential future 5G packages to enhance customer retention and expand the scope of communication services per customer.

Brazil's MVNO market has been expanding steadily in recent years. For fixed broadband operators, the mobile virtual network model provides a practical path to enter the mobile communications market without acquiring full spectrum resources or building a nationwide radio access network like traditional mobile operators. Surf Telecom has long served multiple MVNO brands, possessing experience in virtual operations, network access, and platform support, which formed an important basis for Nio's choice to partner with it.

Following Anatel's approval, Nio's mobile services have entered the implementation phase. Next, the two parties need to complete system integration, package design, number resources, billing, customer service, customer migration, channel launch, and network service testing. If Nio can embed mobile services into its existing broadband customer system, it will open a new communication service entry point beyond Brazil's fixed broadband market, while Surf Telecom will continue to expand its MVNO partnership network.
