en.Wedoany.com Reported - The Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Минцифры) has developed a draft amendment to telecom service rules as part of the second batch of legislative measures to combat online fraud. The draft is expected to take effect on March 1, 2027, and remain valid until December 31, 2030.
According to the draft, the "Anti-Fraud 2" (Антифрод 2) law includes a series of new regulations. Among them, individuals are only entitled to terminate contracts related to a phone number 90 days after the number is allocated; if a request to terminate the contract is made within 90 days of allocation, the operator is obliged to immediately suspend services without charging fees.
The draft stipulates that individual users have the right to notify the operator that a phone number allocated for their use under a mobile radiotelephone communication service contract has been transferred to persons listed in Article 45, Paragraph 10 of the "Communications Law" (family members and close relatives), and to specify the age of such persons. The Government of the Russian Federation is authorized to establish special provisions for providing communication services to phone numbers transferred for use by persons under 18 years of age.
The draft also clarifies multiple obligations for operators. Operators are required to conduct additional verification of user information when receiving updated user data from the Unified Identification and Authentication System. The draft specifies the method for individual users to notify the operator of the transfer of a phone number to persons listed in Article 45, Paragraph 10 of the "Communications Law" and to indicate their age, as well as special provisions for operators providing mobile radiotelephone communication services to persons under 18 years of age.
For minors, operators are obliged not to send SMS messages (except those used for identification and/or authentication in state information systems), not to allow the number to receive calls initiated from the communication networks of foreign operators using numbers with foreign numbering systems and numbering plans, and to prohibit access to communication services while roaming abroad, among other measures.
