This cross-party body, composed of both senators and deputies, aims to monitor the progress of digital technology regulatory agendas, foster related debates, and support the development of legislative proposals.

The resolution stipulates that the front is a non-profit political body with an indefinite duration, prioritizing activities within the Federal Senate. Its primary responsibility is to promote debates within the National Congress on artificial intelligence, personal data protection, and digital security, while analyzing their economic, social, and cultural impacts.

The resolution authorizes the front to assist in drafting bills aimed at ensuring the ethical, transparent, and safe use of artificial intelligence, protecting fundamental rights and Brazil's digital sovereignty. Another objective is to monitor the work of administrative bodies responsible for digital policy, such as the National Data Protection Authority (ANPD), and oversee the implementation of the guidelines of the Brazilian Artificial Intelligence Strategy (Ebia). This body will serve as a new parliamentary space for following discussions on AI, data protection, and cybersecurity regulation. The importance of these topics in Congress is increasingly evident with the expansion of generative AI applications and the advancement of bills related to digital governance.

The resolution also establishes that the front should act as a permanent dialogue forum between the legislative, executive, corporate, university, civil society organizations, and international organizations. The body will be responsible for holding public hearings, seminars, publishing documents, and other activities to support public policy formulation and expand discussions on digital technology governance. Another goal is to promote international cooperation, bringing Brazil closer to global reference standards in artificial intelligence, data protection, and digital security, including initiatives within the framework of the Organisation for Economic Co-operation and Development (OECD), the Group of Twenty (G20), and the United Nations (UN).

The parliamentary front is composed of deputies and senators who signed the founding document and may accept new members during its operation. The group must establish its own bylaws to regulate its internal organization and activities, while complying with the Senate's internal regulations. The front has no dedicated budget; related expenses will be covered by the Senate's regular operating appropriations, subject to authorization by the President or the First Secretariat. Resolution No. 19/2026 takes effect from the date of its publication (July 9).
