en.Wedoany.com Reported - The Palmira III solar project undertaken by PowerChina in Colombia recently received the final handover certificate issued by the owner, marking the complete fulfillment of the project's construction and two-year operation and maintenance tasks, achieving a full-cycle closure from construction, operation and maintenance to handover. This project is the first solar power plant that PowerChina has completed with high quality and successfully handed over in Colombia, setting a new benchmark in the green energy sector of Latin America.

The Palmira III solar project adopts a standardized EPC (Engineering, Procurement, Construction) general contracting construction model, with an installed capacity of 9.9 MW on the AC side and 12.56 MW on the DC side. On March 1, 2024, the project was completed and transitioned into a two-year specialized operation and maintenance phase. During the operation and maintenance period, the project team benchmarked against international standards, leveraging mature technical solutions and a refined management system to continuously strengthen equipment operation, power generation efficiency, and safety and quality control, maintaining safe and stable operation for two consecutive years. All operational indicators met contractual requirements, with equipment availability and power generation performance maintained at high levels.

Over the past two years, the project team has accumulated management experience tailored to the characteristics of the Colombian market, forming a full-process management model covering design optimization, equipment commissioning, power generation performance improvement, intelligent operation and maintenance, safety management, localized talent cultivation, and owner services. This has enabled the extension of overseas new energy projects from engineering construction to professional operation and maintenance services. At the same time, the team actively implemented the concept of localized development, conducting on-site mentoring and skills training in areas such as construction, commissioning, and operation and maintenance duty, cultivating a group of local engineers familiar with local working conditions and proficient in solar power plant operation and maintenance skills, thereby enhancing the project's localized operational capabilities.

To date, the project has cumulatively delivered approximately 40,000 MWh of green electricity, meeting the annual electricity needs of about 20,000 local households, and has reduced carbon dioxide emissions by approximately 20,000 tons. The project has achieved significant economic, environmental, and social benefits, making positive contributions to Colombia's efforts in optimizing its energy structure, promoting green and low-carbon development, and achieving sustainable development goals.
