The core idea, as outlined by Acting Minister of Economic Development of Primorsky Krai, Evgenia Chavkina, is to shift from fragmented support measures to creating a seamless environment covering all stages of the technology cycle, from laboratory samples to mass production and urban applications.
Primorsky Krai is regarded by local authorities as the region with the greatest potential for technological breakthroughs in the Far East and the only area in this macro-region with a high concentration of innovative companies. The region has already established a solid foundation for creating high-value-added products. The primary task for the government and development institutions now is not only to maintain this momentum but also to build systematic work across the entire chain, providing developers with a clear growth path.
The framework of the new ecosystem consists of several key infrastructure projects, each responsible for a specific stage of enterprise development. The flagship project in the scientific segment is the "Russky" Innovation Science and Technology Center (ISTC "Russky"), Russia's easternmost innovation science and technology center, established on the basis of the Far Eastern Federal University following a presidential directive. This platform aims to integrate academic capabilities, engineering schools, and business projects in priority areas, including biotechnology, marine engineering, next-generation medicine, and advanced digital solutions.
The next step in the scientific cluster is the Far Eastern Federal University Innovation Production Center (IPC FEFU), launched in 2024. Unlike classic coworking spaces, the Innovation Production Center not only provides office space and equipment for businesses but also fosters a rapid collaboration environment. Its three production complexes are already in use by resident companies, with professional connections and joint projects becoming the norm, which is crucial for technological "cross-pollination."
To support the scaling phase and achieve industrial output, the region is developing a network of industrial parks. The largest project in Bolshoy Kamen includes production warehousing facilities, planned for implementation by 2028. Simultaneously, five additional sites are being planned in the Nadezhdinsky District, Arsenyev, and Artyom, capable of accommodating production facilities of various sizes and specializations.
In her speech, Evgenia Chavkina emphasized that construction projects and preferential regimes alone cannot produce systemic effects. "The key is for the Russky Innovation Science and Technology Center, the Innovation Production Center, industrial parks, preferential regimes, and urban projects to operate as a unified whole," she stated. "This way, companies entering the region can see a clear growth path, and the best technological solutions can be applied faster, improving people's quality of life." Only with this approach can technology complete its full cycle, create new jobs, and transform the urban environment, rather than flowing to the capital or abroad.
The urban environment of Vladivostok already serves as a real testing ground for innovations. The regional government has documented development cases on the streets and waters of the regional capital: including environmental projects for water purification, advanced solutions in the field of ship chemistry, and augmented reality visualization for pre-construction beautification projects. This approach not only shortens the time to market for products but also involves residents in the process of urban technological transformation.
