As of May 2026, the project has accumulated fixed asset investment of 238 million yuan, with multiple phases entering the final commissioning stage, and key milestone tasks completed on schedule.
On July 8, 2026, Xiao Yong, Secretary of the Party Committee and Political Commissar of the First Division, visited the project site for an inspection, gaining detailed insights into the overall progress, production timeline, and preparation for equipment startup.
The project is under EPC general contracting by China Hefei Coal Gasification Technology Co., Ltd., utilizing Hefei coal gasification technology to produce synthesis gas, which is then processed through cryogenic separation to produce liquefied natural gas, carbon monoxide, and hydrogen. The cryogenic separation employs the patented "Low-Temperature Methane Wash Process," exclusively owned by Sichuan Shudao Equipment Technology Co., Ltd. The Shudao Equipment Xinjiang Tianying project team, with three consecutive months of solid performance, was awarded the title of Safety and Quality Advanced Unit for the first quarter of 2026 for the Tianying Petrochemical Synthetic Gas Comprehensive Technical Transformation Project.
The original project used natural gas as feedstock. This transformation switches to coal as feedstock, employing circulating fluidized bed gasifiers to produce synthesis gas for ethylene glycol production, with methane from natural gas and synthesis gas condensed to produce LNG. Construction includes two new circulating fluidized bed gasifiers, a 90,000 tons/year LNG unit and its supporting facilities, producing 200,000 tons/year of coal-to-ethylene glycol. The total project investment is 514.94 million yuan. After the transformation, the system can flexibly switch between coal-to-gas and natural gas feedstocks.
The project is named the Tianying Petrochemical 200,000 tons/year Synthetic Gas-to-Ethylene Glycol Comprehensive Technical Transformation Project, with the construction unit being Xinjiang Production and Construction Corps Tianying Petrochemical Co., Ltd. It is classified as a renovation and expansion project, with a total investment of 514.94 million yuan (including environmental protection investment of 4.51 million yuan), located within the Chemical Industry Zone I of the Alar Economic and Technological Development Zone. The construction period is 12 months, expected to start in September 2025 and be completed and operational by September 2026. The construction content uses coal as feedstock, carbonized to produce synthesis gas for ethylene glycol production with co-production of LNG. The production scale includes a main product of 200,000 t/a of ethylene glycol (original ethylene glycol unit), and by-products of 100,000 t/a of LNG, 59,200 t/a of activated carbon, and 2,180 t/a of sulfur.
Xinjiang Production and Construction Corps Tianying Petrochemical Co., Ltd. was initiated and established by Xinjiang Production and Construction Corps Investment Co., Ltd., Xinjiang Zhengtong Petroleum and Natural Gas Co., Ltd., Beijing Xinggao Chemical Technology Co., Ltd., Zhongxinjian Zhaoshang Shares Investment Co., Ltd., and Xinjiang Qingsong Building Materials and Chemicals Co., Ltd. It was registered in May 2014 with a registered capital of 600 million yuan, registered in Alar City, and its actual controller is the State-owned Assets Supervision and Administration Commission of Xinjiang Production and Construction Corps.
