en.Wedoany.com Reported - On July 13, 2026, the Philippine Department of Energy (DOE) has suspended activities related to offshore wind under the fifth round of the Green Energy Auction Program (GEA-5), while reviewing the auction implementation framework, marking the country's first auction targeting the offshore wind sector.

In a statement, the Philippine DOE said the auction activities have been temporarily suspended, during which the department will collaborate with relevant government agencies and stakeholders to complete a comprehensive review of the program's implementation framework.
The review will assess whether auction requirements align with project development conditions, specifically including infrastructure readiness, regulatory processes, transmission capacity, and project delivery. Additionally, the review covers port capacity and scheduling, transmission capability, environmental and regulatory requirements, project readiness, and post-auction conditions.
The Philippine DOE stated that it is working with agencies responsible for ports, environmental permits, offshore energy development, and transmission planning to complete consultations, technical assessments, and simulations. The results of these efforts will guide amendments and supplementary provisions to the GEA-5 terms of reference, ensuring that awarded capacities are supported by practical, coordinated, and implementation-ready arrangements.
The department said that after completing technical validation, inter-agency coordination, and revisions to the terms of reference, it will announce the adjusted auction timeline and any changes to scope, parameters, and requirements. The Philippine DOE advises potential bidders, qualified suppliers, offshore wind developers, and other stakeholders to monitor its official announcements for updates on the revised implementation schedule.
