en.Wedoany.com Reported - The Rongtong Agricultural Development Beian Soybean Whole Industry Chain Project officially broke ground on July 19, marking the first soybean oil processing project in Heilongjiang Province deepened through collaboration between local government and a central enterprise. This project signifies a critical step for Beian City in building an integrated whole industry chain layout of "seed breeding—standardized planting—oil processing—high-end protein output," driving industrial closure and value chain extension.

Covering an area of 43,500 square meters, the project will be advanced in three phases. Among them, the first-phase soybean seed processing project was completed and put into operation in 2025, with a total investment of 46.5 million yuan. It includes the construction of a biological breeding innovation center, a high-end seed processing center, a standardized seed warehousing facility, and auxiliary infrastructure. In 2026, this phase is expected to process 8,000 tons of soybean seeds, generating operating revenue of 48 million yuan, thereby solidifying the seed source foundation for the soybean industry.

The second phase, which has now commenced, involves a 60,000-ton deep soybean processing project and a 30,000-ton grain storage project. It plans to build a daily pretreatment production line for 200 tons of pressing, a daily fully continuous 100-ton refining production line, and a daily 200-ton soybean oil bottling production line, aiming to promote the on-site conversion and value addition of raw materials.

With a long-term industrial vision, the central and local parties plan to construct a third-phase deep processing project during the "15th Five-Year Plan" period, focusing on the R&D and manufacturing of non-GMO soybean protein concentrate and derivative products. This phase will plan specialized workshops for soybean dehulling pretreatment, low-temperature extraction and desolventizing, oil refining, isolated protein production, and small-package edible oil processing, along with supporting modern storage and transportation facilities such as intelligent silos, soybean meal storage, protein raw material warehouses, and finished product warehouses. Upon full completion, the project will establish a complete chain from "field to table, seed to protein," further improving the regional modern agricultural industrial system, strengthening the national soybean supply guarantee capacity, and achieving multiple values of food security, increased employment and income for the public, and enhanced industrial quality and efficiency.

On July 18, Heihe City and Rongtong Agricultural Development Group held a comprehensive strategic cooperation meeting.
