Xu Chengguang, Vice Minister of Transport, stated that during the 15th Five-Year Plan period, China's transport development has entered a new stage, with the overall goal of basically completing a modern comprehensive transport system, encapsulated by the key phrase "one network, four modernizations." The "one network" refers to building a modern, high-quality national comprehensive three-dimensional transport network, optimizing increments, improving the quality of existing stock, strengthening the advantages of the facility network, and addressing shortcomings in network development. The "four modernizations" involve aligning with the requirements of modern transport development by enhancing integrated convergence, strengthening safety improvements, highlighting digital and intelligent upgrades, and focusing on green transformation.

Xu Chengguang, Vice Minister of Transport: In terms of improving infrastructure layout, the focus is on advancing the construction of cross-regional and cross-basin major corridors, increasing the completion rate of the main framework of the national comprehensive three-dimensional transport network to 95%, continuously improving the infrastructure networks of railways, highways, waterways, civil aviation, and postal express delivery, and accelerating the construction of logistics networks. By 2030, the coverage breadth, accessibility depth, and international connectivity level of the transport infrastructure network will be further enhanced, with rapid networks, trunk networks, and basic networks achieving functional complementarity and efficient integration. China's comprehensive transport infrastructure system will continue to maintain a globally leading position.

In optimizing the transport structure, the focus is on promoting the renewal and digital-intelligent transformation of transport infrastructure, implementing facility renovations of approximately 80,000 kilometers by 2030. A new round of rural road improvement initiatives will be carried out, with 500,000 kilometers of rural roads newly built or upgraded.

In strengthening system integration and convergence, the focus is on improving the comprehensive transport system of modern metropolitan areas, implementing projects to enhance intercity commuting efficiency in metropolitan areas, and accelerating the construction of 20 international and 80 national comprehensive transport hub cities. Actions will be taken to tackle multimodal transport challenges and remove bottlenecks and blockages, aiming to enhance the multimodal transport function of approximately 1,000 major freight nodes within five years.
