The core adjustments of these "Management Measures" focus on shared electric bicycles, adding specific provisions regarding vehicle conditions, charging safety, and operational services. Entities engaged in operating shared electric bicycles must possess the capability to provide "centralized charging, decentralized battery swapping" services and establish fire safety management measures that meet standards. Deployed vehicles must comply with the "Safety Technical Specifications for Electric Bicycles", be equipped with satellite positioning terminals, have unique identification codes, legally apply for and display dedicated license plates, and be fitted with helmets for riders, ensuring that safety components such as brakes, horns, and turn signals are in good working order. Batteries and charging equipment must meet relevant national and Beijing municipal standards.
Regarding age restrictions, the "Management Measures" stipulate that operation service platforms must not provide shared electric bicycle services to individuals under the age of 16, and require platforms to adopt technical measures such as real-name authentication and facial recognition to prevent minors from using the service illegally.
The "Management Measures" put forward detailed requirements for charging and fire safety. Centralized charging facilities must meet fire safety standards, and charging (storage) cabinets must pass national compulsory product certification. The Beijing municipal and district-level management departments, in conjunction with urban management, fire rescue, and other departments, will intensify safety inspections of centralized charging and storage sites, urging operators to fulfill their safety management responsibilities. At the same time, the measures detail the vehicle replacement and update process, including recycling, cancellation and reissuance of electronic tags, and cancellation of dedicated license plates.
In terms of operation and maintenance, the "Management Measures" require operators to deploy vehicle operation and maintenance personnel at a ratio of 0.8% to 1.3% of the number of vehicles deployed, to meet the needs of parking order management, vehicle operation scheduling, and battery charging and swapping. Charging sites must be equipped with 24-hour monitoring facilities, fire-fighting equipment, and alarm devices, and conduct regular safety sampling tests and health assessments of lithium-ion batteries. Operators must also establish a waste battery recycling system to recycle and reuse waste batteries generated during operations. Transport vehicles must comply with dangerous goods transport requirements, using vehicles that meet safety standards, and assign dedicated personnel and vehicles for daily charging and swapping operations, strictly prohibiting overloading.
