Ya'an Daxing Hydrogen Refueling Station is ready for trial operation, but the high price of purchased hydrogen has led to cost inversion, hindering large-scale operations. Ya'an is rich in hydropower resources, offering an electricity advantage for developing green hydrogen production, while nearby industrial by-product hydrogen resources are available for purification. This project aims to build an integrated hydrogen production and refueling station, forming a closed-loop full industry chain of hydrogen production, storage, refueling, and utilization.
This project falls under the clean energy sector, focusing on the clean and low-carbon transformation of the energy industry and the full hydrogen industry chain. It will be implemented in Ya'an City, utilizing existing or planned integrated energy station sites. The implementation period runs from September 2026 to December 2029, approximately 3.5 years. Key milestones include: completing feasibility confirmation and equipment selection for the gray hydrogen purification route in 2026; completing the green hydrogen production plan demonstration and project approval in 2027; and completing construction and commissioning of the integrated hydrogen production and refueling station from 2028 to 2029.
The construction goal is to control the gray hydrogen purification gas price below 0.65 yuan/Nm³ and the electricity price below 0.27 yuan/kWh, achieving localized hydrogen supply and forming a demonstration of coordinated development across the clean energy full industry chain.
The lead unit is Ya'an Transportation Construction Group Transportation Resources Development Co., Ltd., a municipal state-owned enterprise in Ya'an City, primarily engaged in the construction, operation, and asset acquisition management of integrated energy stations. Currently, the Daxing Hydrogen Refueling Station has completed technical upgrades and is ready for hydrogen refueling trial operation; a cooperation intention for hydrogen-powered heavy truck transportation has been reached with logistics companies, initially forming a stable hydrogen demand; preliminary feasibility calculations for both gray hydrogen purification and green hydrogen production technical routes have been completed, and initial contacts have been made with potential hydrogen source partners.
Project cooperation content and target partners include: for gray hydrogen purification, partners must have gas supply capabilities, with gas price controlled below 0.65 yuan/Nm³ and electricity price below 0.27 yuan/kWh; for green hydrogen production, contact electrolyzer equipment manufacturers such as Longi Hydrogen Energy and Cockerill Jingli; for storage and transportation technology, seek high-pressure hydrogen storage or liquid hydrogen storage and transportation technology solution providers; for safety operations, introduce SCADA intelligent monitoring systems for hydrogen refueling stations.
Core technologies required from partners include PSA pressure swing adsorption purification equipment, PEM or alkaline electrolyzers, and high-pressure hydrogen storage cylinder banks. In terms of standards, the construction and operation standards for the integrated hydrogen production and refueling station will reference the management measures of Panzhihua City. The project also hopes to promote the issuance of hydrogen refueling station management measures by Ya'an City.
