en.Wedoany.com Reported - The Madrid City Council has launched the construction of 40 public affordable rental homes in the Carabanchel district, implemented by its subsidiary Madrid Municipal Housing and Land Company (EMVS Madrid), under the name Carabanchel 35, with a municipal budget of €12,412,483. The project is characterized by sustainability and energy efficiency, employing high-performance passive design, with the goal of expanding the capital's public housing stock.
A groundbreaking ceremony was recently held for the project, attended by Madrid's Housing Policy Delegate and President of EMVS Madrid, Álvaro González. The works are expected to be completed by mid-2028.
The project will offer a variety of unit types to meet diverse family needs, including 13 two-bedroom, 24 three-bedroom, and 3 four-bedroom homes, along with 40 storage rooms and a parking facility with capacity for 60 vehicles. The city council stated that future tenants' rent payments will not exceed 30% of their salary income, a condition consistent with the project's purpose of helping young people and families in Madrid achieve stable housing.
Carabanchel 35 has obtained AENOR's sustainable building certification at the project stage, with a design that follows energy efficiency standards, reducing building energy consumption and improving indoor comfort through passive solutions. The building features a high-quality, low-maintenance ventilated facade, and the windows are equipped with solar shading; all 40 homes benefit from natural cross-ventilation. HVAC and domestic hot water are provided by a centralized air-source heat pump system, distributing heat and cooling through radiant heating/cooling floors to ensure tenant comfort with minimal energy consumption.
The outdoor areas are planned to use native vegetation with low water consumption, featuring a drip irrigation system that collects rainwater, while deciduous trees form a vegetative filter belt to help regulate ambient temperatures. The project is also designed according to universal accessibility standards, eliminating architectural barriers by unifying all pathways into a single accessible level and installing tactile and light signage with color differentiation.
Carabanchel 35 is included in Madrid's "Southern Strategy" action plan, which covers the districts of Carabanchel, Latina, Moratalaz, Puente de Vallecas, Usera, Vicálvaro, Villa de Vallecas, Villaverde, and San Blas-Canillejas, bringing together multiple interventions aimed at driving the urban, economic, and environmental transformation of these areas.
EMVS Madrid currently manages approximately 10,000 public housing units, with more than 5,700 new homes at various stages of development, including 2,200 units under the two phases of the "Suma Vivienda" program. According to data from the Housing and Land Observatory of the Ministry of Housing and Urban Agenda, Madrid ranks first nationally in the availability of affordable rental public housing.
