Funded by the FEDER program, the project seeks to establish a comprehensive framework that lays the groundwork for the responsible and scalable adoption of AI across all departments of the regional government.
The project is part of Castilla-La Mancha's digital transformation strategy, led by the Ministry of Finance, Public Administration and Digital Transformation (Consejería de Hacienda, Administraciones Públicas y Transformación Digital). Its core objective is to build a common architecture that enables all government departments to design, deploy, and oversee AI solutions within a unified framework.
The implementation approach revolves around two key pillars. The first is the establishment of an Artificial Intelligence Office (Oficina de Inteligencia Artificial), responsible for defining governance mechanisms, risk management, oversight processes, and regulatory compliance requirements for AI systems. The second is the development of a reference technology platform on which different government areas can build and scale new AI use cases.
Through this initiative, the regional government aims to secure a unified technical environment that promotes capability reuse, reduces deployment complexity, and ensures that all AI projects are developed under shared standards.
The plan incorporates responsible AI principles from the early design stages. Specific mechanisms include traceability, oversight, security, and operational efficiency, alongside economic and energy sustainability criteria. In terms of division of work, Inetum will bring its expertise in digital transformation, advanced technology architecture, and AI solution deployment, and will deliver several proprietary tools to the regional government, including CRAFT (Coborg Responsible AI Framework & Toolkit)—a platform for the governance, orchestration, and secure deployment of AI agents. According to Inetum, this platform can monitor system behavior, ensure operational traceability, control data usage, and strengthen regulatory compliance from the design phase onward.
ECIJA, meanwhile, focuses on legal expertise in technology regulation, privacy protection, cybersecurity, and regulatory compliance, providing the legal support required for the development and use of AI systems—a critical component given the continuously increasing legal complexity in this area.
