This measure, announced and implemented by Uruguay's General Directorate of Aeronautical Infrastructure (Dirección General de Infraestructura Aeronáutica, DGIA), aims to enhance the overall operational capability of the airport's Instrument Landing System (ILS). Previously, aircraft landings were already permitted under this visibility condition, but takeoff operations remained restricted until the relevant procedures were completed.

Following the procedure update, both landing and takeoff operations at the airport can now be conducted under the same low visibility operational standards. Actual operations depend on each airline's specific capabilities, requiring carriers to be equipped with aircraft suitable for such operations and to have certified and qualified flight crews.

The DGIA noted that if weather conditions deteriorate after an aircraft begins taxiing, the decision to continue or abort the operation rests with each airline operator based on its own procedures and safety requirements. Special measures for low visibility operations remain in effect, including restrictions related to simultaneous operations and aircraft separation.

The activation of the new procedures will enhance operational continuity at Carrasco International Airport during foggy weather, helping to reduce flight delays and operational disruptions, while complying with safety standards established by aviation authorities.
