China Releases Trial Toll Standards for Ship Passage Through Pinglu Canal

en.Wedoany.com Reported - The Development and Reform Commission of Guangxi Zhuang Autonomous Region and the Department of Transport of Guangxi Zhuang Autonomous Region recently issued a notice clarifying matters related to ship passage tolls on the Pinglu Canal, as follows:

1. Ship passage tolls are levied per lockage. All ships passing through the Madao Ship Lock, Qishi Ship Lock, and Qingnian Ship Lock of the Pinglu Canal shall pay the toll uniformly based on the gross tonnage recorded in the ship's certificate.

2. From the date of navigation opening to September 30, 2031, the trial toll standard for ship passage is 1.0 yuan per gross ton per lockage. After the trial period expires, the official toll standard for ship passage through the Pinglu Canal will be determined by comprehensively considering factors such as the operation status of the ship locks, total investment, loan repayment period, and investment recovery period.

3. Ship lock operating entities are encouraged to implement independent differentiated tolls. They are supported in independently implementing differentiated tolls based on factors such as season and ship type, with the trial toll standard as the upper limit and differentiated downward adjustments, to determine specific toll rates.

4. For ships passing through the Madao Ship Lock, Qishi Ship Lock, and Qingnian Ship Lock of the Pinglu Canal, the objects and scope of toll exemptions shall be implemented in accordance with the relevant provisions of the state and the autonomous region.

5. The toll collection entity for ship passage through the Pinglu Canal is Guangxi Pinglu Canal Construction Co., Ltd., affiliated with Pinglu Canal Group Co., Ltd.

6. Ship passage tolls are classified as operating service charges. When collecting tolls, tax invoices printed by the tax authorities shall be used. The toll collection entity shall prominently display the toll items, toll standards, and service contents at the toll collection site, and shall consciously accept supervision from the development and reform, transport, market regulation, tax authorities, and the public. The toll collection entity shall carry out publicity and explanation work, standardize collection practices, provide quality services, and ensure the smooth implementation of the toll policy.
