Petrobras Plans to Invest US$4.6 Billion in the Reduc Refinery

en.Wedoany.com Reported - On September 9, on the occasion of the 65th anniversary of the operation of the Duque de Caxias Refinery (Reduc), Petrobras announced its latest investment plan: from 2026 to 2030, the company plans to invest US$4.6 billion in the refinery, accounting for 36% of Petrobras' total refinery investment during the same period, of which US$402 million will be used for biofuels projects such as sustainable aviation fuel (SAF) and renewable diesel Diesel R.

Reduc is located in the state of Rio de Janeiro and has now entered the stage of commercial SAF production. In June 2026, Petrobras completed the production and sale of its first batch of 3,800 cubic meters of SAF at the plant, using soybean oil co-processed with conventional refining logistics, with renewable content accounting for 1%. The soybean oil used has obtained CORSIA Low ILUC Risk certification, and the fuel is produced through a co-processing route.

The refinery had previously obtained ISCC CORSIA certification, enabling it to produce and sell SAF that meets international aviation supply requirements, and has received authorization from Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP) to add up to 1.2% renewable feedstock in aviation fuel production through co-processing. Petrobras' 2026–2030 business plan shows that Reduc's co-processed SAF capacity is up to approximately 11,000 barrels per day, and it will continue to share with other refineries the company's biorefining capacity expansion.

In addition to SAF, Reduc obtained ANP approval in August this year to increase the proportion of renewable feedstock in Diesel R to 8.5%. This proportion is higher than the 5% in the 2023 testing phase, and the relevant production stability and technical feasibility tests have been completed.

This round of investment also includes the modernization of the refinery's U-1320 thermal power plant. Petrobras plans to invest US$153 million in newly installed gas turbines, heat recovery boilers and steam turbine generator units. The refinery is also studying the construction of a photovoltaic power station covering an area of approximately 13,000 square meters with an installed capacity of 4.9 MW.
